Lupiñén-Ortilla abre información pública sobre una granja avícola en Ortilla

The Lupiñén-Ortilla City Council has opened a public information period of fifteen calendar days regarding the application for a building permit and activity license submitted by Sanmartín Avicultores, S. L. for a poultry fattening farm in polygon 402, plot 30, of Ortilla. The announcement is published in the Official Gazette of the Province of Huesca (BOPH) No. 204, dated October 23, 2026, on page 37, with the official reference BOPH-2026-204015. The text was signed in Lupiñén-Ortilla on October 20, 2026, by the mayor, Carlos Ciria Mallada.

The procedure complies with Article 77, point 3, of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which requires environmental license files for classified activities to be subject to public exhibition before their resolution. The body instructing the procedure is the Secretariat of the council, which processes the file at the request of the promoting company.

Fifteen days to submit observations

The public information period is fifteen calendar days and is counted from the day following the publication of the announcement in the provincial gazette, therefore extending until November 7, 2026. During this period, observations may be formulated by those who consider themselves affected in any way by the activity intended to be established.

The announcement does not detail the number of spaces or the capacity of the farm, details which appear in the file documentation and can only be consulted in person.

The operation and the technical project

The data identified in the announcement are as follows:

  • Promoter: Sanmartín Avicultores, S. L., with CIF B22269880.
  • Object: building permit and activity license for a poultry fattening farm project.
  • Location: polygon 402, plot 30, of Ortilla, municipality of Lupiñén-Ortilla (Huesca).
  • Project drafting: agricultural technical engineer in Agricultural Operations.
  • Visa: VE2501525, from the College of Technical Engineers of Aragon, in November 2025.
  • Applicable regulation: Article 77.3 of Law 11/2014, of December 4.

The file combines the double municipal authorization—building and activity—into a single environmental license procedure for classified activities, a common formula for intensive livestock farms in the province.

Consultation of the file and allegations

The file is on display and can be consulted at the headquarters of the Lupiñén-Ortilla City Council, where interested parties can examine the technical and environmental documentation of the project. Observations must be submitted within the fifteen-calendar-day period opened by the publication of the announcement.

The official document does not establish a specific electronic registry for allegations nor does it detail the sectoral bodies that must report on the file; therefore, the submission method is that which the town council enables on its own website.

The publication of this procedure follows other announcements from the same city council in the provincial bulletin during the previous weeks, including the initial approval of the 2026 strategic subsidy plan and the delegation to the Mayor’s Office of the contracting for the improvement works of the access road to Lupiñén.

Impact for residents and environment

The opening of the public information period is the only moment in the procedure during which the residents of Ortilla and environmental entities can file objections against an intensive livestock facility before the license is granted. The subsequent resolution of the Lupiñén-Ortilla City Council will determine whether the chicken fattening farm receives the construction and activity authorization in plot 402, a decision with direct effects on vehicle traffic, odors, and waste management in the town’s rural environment.
