Luis Vázquez Rodríguez, new Director of Mobility of A Coruña

The Local Government Board of the City Council of A Coruña, in an ordinary session held on August 19, 2026, agreed to the dismissal and immediate appointment of Luis Vázquez Rodríguez as director of the Mobility Area, in his capacity as a civil servant. The dismissal takes effect on 08.25.2026 and the new appointment on 08.26.2026, according to the announcement published in the Official Gazette of the Province of A Coruña on August 25, 2026, with official reference 2026/5533.
Both agreements were processed under file GA0/2023/158, from the General Coordination of the Mayor’s Office, and were adopted unanimously in an ordinary vote. The resolution is based on the report-proposal contained in the file and transferred together with the certification of the agreement, as it serves as motivation, in accordance with article 88.6 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.
Dismissal and continuity of procedures
The dismissal agreement thanks Luis Vázquez Rodríguez for the services provided and establishes, based on the principle of administrative efficiency and on a strictly transitional basis, that procedures initiated and not finalized in which he intervened by virtue of the position may continue until the resolution of the respective procedure, without retroactive steps and regardless of the position appearing in the signature block.
Regime of the new appointment
The appointment as director of the Mobility Area is subject to the incompatibility regime provided for in Law 53/1984, of December 26, on incompatibilities of personnel in the service of public administrations, by virtue of the Fifteenth Additional Provision of Law 7/1985, regulating the bases of the local regime. To provide economic effectiveness to the appointment, the agreement confirms that there is sufficient credit in the 2026 municipal Budget.
The agreement must be reported to the plenary, for the purposes of article 132 of the ROM in relation to article 130.3 of Law 7/1985, and notified to the interested party, as well as to all council departments, governing bodies, and heads of municipal services. The announcement is signed by the General Coordinator of the Mayor’s Office, Antonio Francisco Alfeirán Rodríguez.
