Lugo publica as listas provisionais de cinco procesos da OEP 2024

Lugo, October 23, 2026. The Lugo City Council approved the provisional lists of admitted and excluded persons for five selective processes of the 2024 public employment offer (OEP 2024), published in the Official Gazette of the Province of Lugo no. 243, dated October 23, 2026. The resolutions, signed by the mayor-president María Elena Candia López on October 7, open a period of ten business days to correct defects. At stake are six career civil servant positions in the free access category.

The five lists carry the references R. 2891 (social worker), R. 2893 (library assistant), R. 2894 (garden operator), R. 2895 (messenger/office assistant) and R. 2896 (primary school caretaker). All are based on the general rules approved by Agreement 10/857 of the Local Government Board on November 15, 2023, published in BOP no. 278 on December 4, 2023, and on the specific rules of each process. The calls were resolved by decree on March 5, 2025 —Decree 2135/2025, 2150/2025, 2142/2025, 2143/2025 and 2148/2025—, published in BOP no. 74 on March 31, 2025, and the extract in the Official Gazette of Galicia no. 109 on June 10, 2025. The deadline for submitting applications ended on March 30, 2026.

Six positions and 231 admitted applicants

  • Social worker, 1 position (file 2024/G004/000834): 21 admitted and 3 excluded.
  • Library assistant, 1 position (file 2025/G004/000003): 51 admitted and 52 excluded.
  • Garden operator, 2 positions (file 2025/G004/000017): 21 admitted and 10 excluded.
  • Messenger/office assistant, 1 position (file 2024/G004/000838): 68 admitted and 48 excluded.
  • Primary school caretaker, 1 position (file 2024/G004/000835): 70 admitted and 44 excluded.

In total, the five lists add up to 231 admitted and 157 excluded persons. The most contested list is that of the primary school caretaker, with a single position and 70 admitted, while the social worker list records the lowest competition, with 21 candidates for one post.

Ten business days and five causes for exclusion

The correction period is ten business days counted from the day following the publication of each decree in the BOP, in accordance with article 68 of Law 39/2015. Those who do not correct the defects will be definitively excluded; if no claims are presented, the provisional list becomes final. The causes for exclusion are:

  • Cause 1: failure to provide the ID (DNI) or providing an invalid one.
  • Cause 2: application submitted out of time, unsigned, or not using the official form.
  • Cause 3: failure to prove the required qualification.
  • Cause 4: failure to provide proof of payment of the fee.
  • Cause 5: failure to provide the certificate of sexual offenses or providing an invalid one.

Cause 5 is the most frequent in the library, ordinance, and caretaker lists. In the gardens list, only three causes are used, and the fee occupies the third. Against these resolutions, which exhaust the administrative route, an optional appeal for reversal may be filed within one month before the Mayor’s Office or a contentious-administrative appeal within two months.

Applicants competing in several processes

The lists show the same pool of applicants applying to several processes. Javier Díaz Pico appears as admitted for gardens, ordinance, and caretaker, but excluded from library due to cause 2. Lucía López Hortas is admitted for library and caretaker and is left out of ordinance due to cause 4. Inmaculada Longarela Ceide appears as admitted for gardens and excluded from library (causes 2, 3, 4, and 5) and caretaker (cause 5). Also appearing on three lists are Gines Alberto Aguiar Gutiérrez, María Carmen Rodríguez Luaces, Pilar Bellón Candal, María Inés Canseco Sabugo, María Pacios Villar, and Mónica Santos Alvaredo.

The same day, a definitive list

In the same issue of the bulletin, reference R. 2892 contains the definitive list for the road education monitor process (internal promotion, OEP 2023), approved by Decree 7942/2026 of September 28, with four people admitted and none excluded after accepting the claim of Pablo Coya Gómez. The qualifying tribunal was designated by Agreement 1/403 of the Local Government Board on October 6.

What it means for the applicants

The publication of these five lists is the first real filter of the OEP 2024 processes in the City Council of Lugo: whoever is left out and does not amend within the deadline loses any chance of taking the exam. After the amendment period, the Mayor’s Office will approve the definitive lists and set the composition of the tribunals and the date of the tests, which will be announced in the BOP and on the municipal notice board.
