Lugo publishes the final list of four administrative assistants

The Lugo City Council published in the Official Gazette of the Province of Lugo on Tuesday, September 15, 2026 (no. 211), the final list of the four candidates who passed the selection process for permanent appointment to administrative assistant positions within the municipal civil service staff, in the open call, corresponding to the Public Employment Offer (OEP) 2023. The resolution, signed by the mayor-president, María Elena Candía López, on August 28, 2026, concludes the administrative process and opens a period of twenty business days for the submission of documentation.

A process preserved from the OEP 2023

The process began with the specific rules approved by the Local Government Board on February 21, 2024 (agreement 13/54) for the permanent filling of 14 administrative assistant positions (OEP 2021-2022-2023), and was convened by Decree 2630/2024, of March 21, 2024, published in the BOP of Lugo no. 086, of April 13, 2024. However, Decree 615/2026, of January 27, 2026, nullified the process exclusively regarding the positions from the 2021 and 2022 offers, which were declared expired, while preserving all acts issued in relation to the four positions of the OEP 2023.

The four successful candidates

The qualifying tribunal, through an announcement on July 9, 2026, and certification from its secretary on August 25, 2026, proposed the permanent appointment of the four candidates who passed the process, in order of score:

• Paula Abuín Fernández — 28.25 points
• Aurora de Vega Flores — 28.00 points
• Yanira Abraira Veiga — 27.50 points
• Marta Sánchez Sánchez — 27.00 points

Documentation and deadlines

In accordance with the twenty-first of the general rules, the successful candidates must present the documentation accrediting the capacity conditions at the General Registry of the City Council or in the manner provided for in article 16 of Law 39/2015, within a period of twenty business days starting from the day following its publication in the BOP. The following documents are required:

• Sworn declaration of not being separated from the service of public administrations.
• Certificate of not suffering from any illness or physical defect that prevents the exercise of the function.
• Negative certification from the Central Registry of Sex Offenders.
• Two passport-sized photographs and a photocopy of the Social Security card.

Those who do not present the documentation within the deadline, except in cases of force majeure, cannot be appointed, and their actions will be annulled. An optional appeal for reversal may be filed against the resolution within one month, and a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Lugo within two months.

The publication closes a long process initiated in 2024 and confirms the incorporation of four new civil servants into the municipal administration, in a context where the City Council declared the employment offers from 2017 to 2022 that were not executed within the legal period to be expired. For the successful candidates, the next step is to prove the requirements to formalize the permanent appointment.
