Lugo displays the scales for home assistance fees

The Lugo City Council is submitting for public exhibition the tax rolls for the provision of three social services: meals at home, home help, and the Antonio Gandoy day center. The three announcements, signed by the deputy mayor delegated to the Area of Social Policy, Seniors, Migration, Women, and Conciliation, Gustavo Enrique Díaz Rey, are published in the Official Gazette of the Province of Lugo number 192, dated Monday, August 24, 2026.

The exhibition serves as a collective notification under article 102.3 of Law 58/2003, of December 17, General Tax Law, and allows interested parties to examine the rolls and file any claims they deem appropriate. In all cases, it is warned that, once the voluntary payment period has elapsed without payment being made, the debts will incur an executive surcharge of 5% until the start of the enforcement procedure.

Three rolls, three exhibition periods

Each service has its own approval decree and a different exhibition period:

• Meals at home (R. 2262): approved by Decree 5736/2026, of July 1, corresponding to the month of June 2026, with an exhibition period of twenty business days at the Social Welfare Service, at Ronda da Muralla 197.
• Home help (R. 2263): approved by Decree 6582/2026, corresponding to the second quarter of 2026, with an exhibition period of fifteen business days at the Social Services Service, at Ronda da Muralla 197.
• Antonio Gandoy day center (R. 2264): approved by Decree 5792/2026, of July 2, corresponding to the second quarter of 2026, with an exhibition period of twenty business days at the Social Welfare Service, at Ronda da Muralla 197.

Voluntary payment periods

Payment will be made via bank direct debit authorized in writing by the person requesting the service at the time of granting. The voluntary periods are set for one month from the approval of each tax:

• Meals at home and Antonio Gandoy day center: from July 14 to August 14, 2026 (or the immediate following business day if the latter were a holiday).
• Home help: from August 4 to September 4, 2026 (or the immediate following business day if the latter were a holiday).

Appeals and executive surcharge

In accordance with article 223.1 of Law 58/2003, interested parties may file an appeal for reversal before the body that issued the act within one month, which will begin to count from the day following the end of the voluntary payment period, without prejudice to the provisions of article 63 of the General Tax Ordinance. They may also file any other appeal they deem appropriate.

This news directly affects the users of municipal social services in Lugo, who must review the rolls within the indicated deadlines to avoid the 5% executive surcharge and the interest and costs derived from the enforcement procedure.
