Por FactBox Admin

The Lugo City Council opens the public call for grants to non-governmental development organizations (ONGDs) for development cooperation projects abroad and social awareness projects within the municipal district, with a total budget of 49,000 euros. The call derives from agreement no. 2/430 of the Local Government Board, adopted in the session of October 19, 2026, and is published in the Official Gazette of the Province of Lugo no. 245, of October 26, 2026, with reference R. 2917. Interested entities have fifteen business days to submit their applications.
Budget distribution and deadlines
The agreement approves a total expenditure of 49,000 euros, distributed into two lines with different budgetary applications, both from the 2026 municipal budget:
- 40,000 euros for investment expenses of development cooperation projects, charged to application 23179.78000 (RC 54404/26).
- 9,000 euros for current expenses of social awareness projects, charged to application 23179.48900 (RC 35389/26).
The submission period is fifteen business days counted from the day following the publication of the call extract in the BOP through the National Grants Database, identified by number 937317. The application is submitted electronically, using the model in Annex I, through the municipal electronic office or any of the electronic registries admitted by Law 39/2015.
Entity requirements and grant limits
ONGDs that can prove they have been registered in the Galician Registry of Cooperation Agents for Development of the Xunta de Galicia at least three years prior to publication, are non-profit, and have a headquarters, registered office, or permanent delegation in Galicia may apply. The required experience varies by line:
- Development cooperation: three years in the territorial scope of action and five years executing cooperation projects.
- Social awareness: three years.
The maximum amount per project will not exceed 90% of the cost of the action, and the entity must commit to providing the remaining 10%. In the case of awareness projects, the maximum amount per project is set at 3,000 euros. The grants are compatible with others for the same purpose, provided that the sum does not exceed that 90%.
Priority destinations and evaluation criteria
Cooperation projects must be executed in countries considered priority in the V Master Plan for Galician Development Cooperation (2023-2026), approved by the Parliament of Galicia on June 15, 2023:
- Sub-Saharan Africa: Cape Verde, Guinea-Bissau, and Mozambique.
- Central America: Guatemala, Honduras, Nicaragua, and El Salvador.
- South America: Bolivia, Ecuador, and Peru.
- Caribbean: Dominican Republic.
The assessment corresponds to the Development Activities Evaluation Commission, which may request a non-binding prior report from the Galician Coordinator of NGODs. The maximum score is 40 points for cooperation and 25 for awareness, and it will be essential to reach 60% to obtain aid (24 and 15 points, respectively). The maximum period to resolve and notify is six months from the day following publication, with negative administrative silence.
Execution, advances and justification
The execution period spans from January 1, 2026, to June 30, 2027, for awareness projects and until September 30, 2027, for cooperation projects, which is also the deadline for justification. The bases allow for an advance payment of 50% of the granted amount without prior guarantee, which must be requested using the model in Annex IV within the application period. The award resolution corresponds to the deputy mayor delegated to the Area of Social Policy, Seniors, Migration, Women and Conciliation, Gustavo Enrique Díaz Rey, according to the delegations of Decree 4003/2026, of May 12.
The call directly affects social entities from Lugo working in international cooperation, which now have a stable framework of municipal financing for projects in impoverished countries and for education and awareness actions aimed at the citizens of Lugo.
