Lugo designates the court that will judge the Technician position

The Local Government Board of the City Council of Lugo appointed, in an ordinary session held on July 27, 2026, the members of the qualifying tribunal that will judge the selection process for permanent access to a Technician position belonging to the civil service staff of the council, in the open access category (OPE 2023). The agreement, adopted under number 1/311, was published in the Official Gazette of the Province of Lugo no. 190 on August 21, 2026, with reference R. 2236.

Composition of the tribunal

The tribunal is composed of a president, three members, and a secretary, each with their corresponding substitute, according to the following detail:

• President: Pablo Portela Fernández, general secretary of the Plenary of the City Council of Lugo. Substitute: Luis Ramón Vázquez Parga, auditor of the City Council of Lugo.
• Member: Natalia Framil Rego, head of Service of the Economic Financial Management Body of the City Council of Lugo. Substitute: María Aránzazu Sastre Carracedo, treasurer of the City Council of Lugo.
• Member: Lara Otero Díaz, general secretary of the City Council of Bueu. Substitute: María Jesús López Vázquez, head of the Promotion Service of the City Council of Lugo.
• Member: Rafael del Barrio Berbel, general secretary of the City Council of Culleredo. Substitute: Ivón Carrodeguas Rodríguez, general administration technician of the City Council of Lugo.
• Secretary: Ana María Rivas García, from the support body to the Local Government Board of the City Council of Lugo. Substitute: Juan Ignacio Márquez Gacio, head of the Licensing service of the City Council of Lugo.

Framework of the selection process

The convened position is part of the 2023 public employment offer (OPE 2023) and corresponds to the civil service staff of the Most Excellent City Council of Lugo, in the open access category. The appointment of the selection body is a prior and necessary step for the holding of the tests, which will determine the permanent incorporation of the applicant who passes the process.

The agreement was signed by the mayor-president, María Elena Candia López, dated August 5, 2026, and is notified to the interested parties, stating that the act exhausts the administrative route.

Appeals and deadlines

The following appeals may be filed against the agreement:

• Optional appeal for reversal, provided for in articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure, before the same body that issued the act, within one month from the day following publication.
• Contentious-administrative appeal, within two months from publication, before the Contentious-Administrative Court of Lugo, in accordance with articles 8, 25, and 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

The publication of this agreement in the official bulletin provides legal certainty to the process and allows candidates to know in advance the composition of the body that will evaluate their tests, an essential guarantee of transparency and objectivity in a selective process for access to local public service.
