Lugo designa o tribunal para dúas prazas de traballador social

The Local Government Board of the Lugo City Council has appointed the members of the qualifying tribunal for the selection process for permanent access to two social worker positions, belonging to the council’s civil service staff and included in the 2023 public employment offer (OEP 2023), in the open call. The agreement, adopted in the ordinary session of April 22, 2026, under number 6/169, is made public in the Official Gazette of the Province of Lugo no. 213, of September 17, 2026, under reference R. 2441.

Framework of the appointment

The designation is part of the implementation of the 2023 OEP of the Lugo City Council and the need to provide a selection body for a process affecting two positions within the municipal civil service body. The announcement contains the operative part of the Local Government Board’s agreement, which is limited to establishing the composition of the tribunal and notifying the act to the interested parties.

The resolution was signed in Lugo on April 28, 2026, by the deputy mayor delegated to the Area of Integrated Management of Internal Resources, Ana María González Abelleira, and exhausts the administrative route.

Composition of the tribunal

The selection body consists of five titular members, each with a substitute:

  • Presidency: Ana Rosa Pérez García, section assistant of the Social Welfare service of the Lugo City Council; substitute María del Carmen Flores Ferreiro, section head of the same service.
  • Member: María Parga Rifón, social worker of the Lugo City Council; substitute María Jesús López Vázquez, service head of Promotion of the council.
  • Member: Cristina Día Mira, social worker of the A Coruña City Council; substitute María América Uceira Criado, social worker of the Xunta de Galicia.
  • Member: Luis Vázquez Parga, general auditor of the Lugo City Council; substitute María Aranzazu Sastre Carracedo, treasurer of the council.
  • Secretariat: Ana María Rivas García, general secretary of the Plenary of the Lugo City Council; substitute Justo Díaz Rodríguez, acting deputy secretary of the council.

Appeals and effects

The agreement is notified to the interested parties, stating that the act exhausts the administrative route. An optional appeal for reversal may be filed against it, as provided for in articles 123 and 124 of Law 39/2015, before the same body that issued it, within a period of one month starting from the day following the publication of the resolution.

Likewise, a contentious-administrative appeal may be filed within a period of two months, starting from the day following the publication, before the Contentious-Administrative Court of Lugo, in accordance with articles 8, 25, and 46 of Law 29/1998, regulating the Contentious-Administrative Jurisdiction.

The publication of this appointment is the preliminary step for the selection process to move forward toward the announcement of the tests. For the applicants, knowing the identity and professional profile of the tribunal members is decisive, as the assessment of merits and tests, as well as the resolution of possible abstentions or recusals throughout the procedure, will depend on them.
