Lugo designates the tribunal for the two ordinance positions of the 2023 OEP

The Local Government Board of the Lugo City Council has appointed the members of the qualifying tribunal for the selection process for permanent access to two ordinance officer positions in the free turn, included in the 2023 Public Employment Offer (OEP). Agreement 4/361 was adopted in the ordinary session of September 7, 2026, and published in the Official Gazette of the Province of Lugo no. 214, of September 18, 2026, under reference R. 2473. This appointment is the preliminary step for the already registered applicants to be summoned to the tests.
The announcement is signed by the mayor-president, María Elena Candia López, and includes the operative part of the agreement, notifying interested parties that this act exhausts the administrative route. The process derives from the 2023 Public Employment Offer, approved by the Local Government Board through agreement 4/936, of December 27, 2023.
The City Council declared the urgent processing of the 2023 OEP selection processes for reasons of public interest and risk of expiration, a resolution published in the BOP of Lugo no. 211, of September 15, 2026 (R. 2436). Among the affected processes is explicitly that of the two ordinance officer positions, identified by file 2024/G004/000191. This measure reduces the ordinary processing deadlines by half, except for those relating to the submission of applications and the filing of appeals.
Composition of the tribunal
- Presidency: César Castiñeira Muíña, employment and local development agent in the Local Development Service; substitute María Isabel Villamor Cabado, head of the same service.
- Members: Noelia Cancelas Domínguez, administrative assistant in the Cemetery administrative Unit, with Pedro Fernández Agustí as substitute; Marta Jesús Otero López, director of the Gregorio Sanz Nursery, with María Nieves Mourenza Vázquez as substitute; María Elena Rodríguez García, administrative assistant in the Personnel Service, with María Corral Rodríguez as substitute.
- Secretariat: Iván Fernández Araujo, head of the Personnel Service, with Juan Ignacio San Ildefonso Ladrero as substitute.
Background: the 2023 OEP and the expiration of previous offers
In December 2025, the Local Government Board declared the expiration of the public employment offers of 2017, 2018, 2020, 2021, and 2022, which were not executed within the three-year period established by article 70 of Royal Legislative Decree 5/2015. Agreement 1/502, of December 17, 2025, nevertheless preserved the administrative acts issued in relation to the positions corresponding to the 2023 OEP.
The City Council justifies the urgency based on the proximity of the expiration deadline of the 2023 OEP and the volume of accumulated management in the Personnel Service, with the objective of guaranteeing the definitive filling of vacant positions and the correct provision of municipal services.
Appeals against the agreement
Against the agreement, which exhausts the administrative route, the following appeals may be filed:
- Optional appeal for reversal (recurso potestativo de reposición) before the same body that issued the act, within a period of one month starting from the day following publication.
- Contentious-administrative appeal before the Contentious-Administrative Court of Lugo, within a period of two months from the day following publication.
The designation of the tribunal is the procedure that activates the process: without a qualifying body, the tests cannot be conducted nor the lists of admitted and excluded candidates published. For the applicants for the two ordinance positions, the announcement confirms that the process is moving forward and that its deadlines will be shortened via the urgency procedure.
