Por FactBox Admin

The Lugo City Council has opened the call for grants for cultural associations and non-profit private legal entities that develop their activity in the field of culture during the 2026 financial year. The call, endowed with 15,000.00 euros, is published in the extract disseminated through the National Grants Database (BDNS) and appears collected in the Official Gazette of the Province of Lugo no. 254, of Thursday November 5, 2026, with reference R. 2990 and identifier BDNS 938730.
Ten business days to apply
The deadline for submitting applications is ten business days counting from the day following the official publication of the extract in the BOP of Lugo. Submission must be electronic, through the municipal electronic office (https://lugo.gal) or any of the electronic registries enabled by the general administration.
- Object: cultural programs and activities that benefit groups in the field of culture and are linked to the promotion of culture, tourism, or language promotion.
- Budget line: Culture service, application 33000.48900.
- Limit per project: no more than 90% of the total cost of the activity may be requested, as the remaining 10% is the responsibility of the entity.
- Compatibility: any other municipal grant provided for nominatively in the 2026 general budget is excluded.
Requirements and scoring criteria
Legally constituted entities domiciled in the municipality of Lugo may apply, provided they are registered in the Municipal Registry of Associations or another public registry, up to date with tax and Social Security obligations, and with any pending justifications resolved. It is also required to have submitted the budget, the annual activity report, and, if applicable, the renewal of the board to the Citizen Participation Office, as well as not using the image of women as a sexual lure, in application of plenary agreement 9/124 of June 30, 2016.
The evaluation criteria are distributed with a maximum of 8 points:
- Seniority with continuous programming: up to 2 points (1 to 5 years, 1 point; 6 to 10 years, 1.5; more than 10 years, 2).
- Media plan mentioning the collaboration of the City Council: up to 2 points (social networks, posters, written press and radio or television, 0.5 points each).
- Number of annual activities: up to 1 point (more than five activities, 1 point; up to five, 0.5).
- Activities that promote equality, non-discrimination, and values: 1 point.
- Innovative nature and deficit of analogous activities in the municipality: 0.5 points.
- Diffusion of Lucense and Galician cultural values: 0.5 points.
- At least 50% women on the board: 0.5 points.
- Existence of a female or equality board member or department: 0.5 points.
The minimum score to qualify for the aid is 3 points out of a possible 8; those who do not reach it are excluded from the distribution.
Bases approved on October 26
The general regulatory bases were approved by the Local Government Board of the Lugo City Council through agreement number 5/448, dated October 26, 2026, the date on which the deputy mayor delegated to the Area of Culture, Education, Sports, Childhood and Youth, Javier Vázquez Prado, signed the call. The procedure follows the framework of Law 38/2003, of November 17, general law on subsidies, and Law 9/2007, of June 13, on subsidies in Galicia, under a competitive bidding regime. Once the scores of all files are summed, the value of the point is determined, which fixes the amounts initially assigned to each beneficiary; exceptionally, and under article 22.1 of the Galician subsidy regulations, the total amount may be prorated among the total number of points obtained.
The call arrives when the cultural year is already well underway, meaning that interested entities have only two calendar weeks to prepare the report, budget, and media plan. For the grassroots associations of the municipality, the 15,000 euros represent one of the few municipal lines specifically dedicated to their own cultural programming, and the proportional distribution based on the points obtained means that each accredited criterion—seniority, dissemination, or equality—translates directly into money.
