Lugo approves ordinance 407 regarding the prices of the Fuxan Os Ventos auditorium

The Lugo City Council has definitively approved ordinance no. 407, which regulates the public prices for the provision of services at the Fuxan Os Ventos Municipal Auditorium. The regulation was published in the Official Gazette of the Province of Lugo, number 220, on September 25, 2026, with reference R. 2541, after no objections were presented during the public exhibition period. The lease of the entire venue for festivals and similar events is set at 4,000 euros per day.

The file for the establishment of the public price and the approval of the ordinance had been initially approved by the Plenary of the Lugo City Council in the ordinary session of July 30, 2026. Since no objections were registered, the agreements automatically become final and the full text of the regulation is published. The ordinance is issued under article 127 and articles 41 to 47 of the revised text of the Law regulating local finances, approved by Legislative Royal Decree 2/2004, of March 5.

The final provision establishes that the ordinance enters into force on the day of its publication in the Official Gazette of the Province of Lugo and begins to be applied on that same day. The agreements are final in the administrative channel, and a contentious-administrative appeal may be filed against them before the High Court of Justice of Galicia within a period of two months. The text is signed by Pablo Portela Fernández, general secretary of the Plenary, and by María del Mar Carballas Piñeiro, deputy mayor delegated to the Area of Economy, Participation, Neighborhood Services, and Animal Welfare.

Rates by space

The amounts do not include VAT, which will be applied according to current regulations. The main rates are as follows:

• Complete auditorium (main hall, theater hall, main lobby, lobby/shop/exhibition hall on the ground floor, congress and exhibition area —reception and 6 rooms— and catering area): €4,000.00/day.
• Main hall, setup and 1 performance: €1,150.00/day.
• Main hall, setup and 2 performances: €1,915.00/day.
• Main hall, setup without performance: €585.00/day.
• Main hall, 1 performance in a half-day: €765.00/day.
• Main hall, setup without performance in a half-day: €475.00/day.
• Theater hall, setup and 1 performance: €775.00/day.
• Theater hall, setup and 2 performances: €1,300.00/day.
• Theater hall, setup without performance: €400.00/day.
• Theater hall, 1 performance in a half-day: €525.00/day.
• Cafeteria area: €300.00/day.
• Catering area: €300.00/day.

Congress and exhibition rooms

For presentations, exhibitions, workshops, and similar events, the rates for the exhibition areas and congress rooms are:

• Lower floor exhibition area: €225.00/day.
• Lower floor exhibition area with stand and ticket office: €250.00/day.
• Main floor exhibition area with lobby: €280.00/day.
• Congress area reception: €215.00/day.
• Exhibition rooms no. 1 to no. 6: between €200.00 and €225.00/day.

In the assignment of several exhibition spaces, the second and subsequent ones receive a 30% discount, and a half-day of assembly implies a 40% discount.

Included services and personnel

The working day schedule spans from 8 a.m. to 12 a.m., subject to the current regional collective agreement for events, services, and cultural productions of Galicia (currently, maximum 9 hours/day). The rate includes the use of the authorized space, heating or air conditioning, and basic cleaning of the facility.

The staffing of the main hall includes a general facilities manager (group III), a lighting technician (group III), and a sound technician (group III); for the theater hall, a facilities manager (group IV) for a half-day and the same technicians. The full auditorium modality adds a catering facilities manager (group IV) and an exhibition space manager (group IV), without increases or discounts based on the number of performances.

Services not included —loading and unloading, assembly and disassembly, stage machinery, hall staff, or access control— will be invoiced directly by the company providing the service according to the current contract award prices for the Lugo City Council.

Exemptions, requests, and penalties

Cultural activities or acts of any kind organized or co-organized by the Lugo City Council, directly or through entities with municipal sponsorship, by resolution of the deputy mayor in charge of the Culture Area, shall not pay any amount. The Local Government Board, or the Mayor for reasons of urgency, may agree to a reduction or even total condonation when the social, cultural, charitable, or educational nature of the act justifies it.

Authorization must be requested at least 30 days prior to the event, through the Municipal Registry and addressed to the Culture Area. The granting criteria are the availability of the room, the cultural, social, or general interest of the activity, the track record of the organizing entity, the compatibility of schedules and resources, and the advance notice of the request. Authorization is granted by resolution of the deputy mayor of the Culture Area after the payment of the self-assessment, and tickets cannot be put on sale without the notified resolution.

Cancellation of the reservation implies retentions on the amount paid:

• More than 60 calendar days in advance: 10%.
• Between 60 and 30 calendar days: 25%.
• Less than 30 and more than 10 days: 50%.
• Within the 10 days prior to the authorized date: no refund.

The date change may be requested only once and involves the payment of 10% of the amount already paid; once granted, subsequent cancellation does not entitle the requester to a refund.

The ordinance provides legal coverage and stability to the rates of the main municipal scenic equipment of Lugo, with immediate application from the publication in the bulletin. Promoters, companies, and cultural entities are already aware of the exact costs per transfer modality, the application conditions, and the penalties for cancellation, while the Lugo City Council reserves the right to reduction or waiver based on the social and cultural interest of the events.
