Lugo admits only one applicant for three administrative assistant positions

The Lugo City Council has approved the provisional list of admitted and excluded persons for the selection process for permanent access to three administrative assistant positions within the civil service staff, via internal promotion and corresponding to the 2024 OEP, with a single admitted applicant: Ana María Lage García Armero. The resolution, signed by the mayor-president María Elena Candia López on October 21, 2026, is published in the Official Gazette of the Province of Lugo no. 247, dated October 28, 2026, with reference R. 2933, and grants a period of ten business days for amendments.

The decision is based on the twelfth clause of the Council’s general bases, which requires the list of admitted and excluded persons to be declared approved, indicating the reason for exclusion, once the deadline for submitting applications has ended. The process stems from the 2024 public employment offer and was managed entirely through the internal promotion route, reserved for the career civil service personnel of the Council itself.

Background and previous phases of the process

The file has a long administrative journey, which the resolution itself reviews in its factual background:

• Agreement no. 9/302 of the Local Government Board, dated June 26, 2024, by which the 2024 public employment offer was approved.
• Agreement no. 10/857 of the Local Government Board, dated November 15, 2023, which approved the general bases, published in the BOP of Lugo no. 278, dated December 4, 2023.
• Agreement no. 13/209 of the Local Government Board, dated June 4, 2025, which approved the specific bases for the three positions.
• Decree no. 6388/2025, dated June 25, 2025, which resolved to call for the selection process, published in the BOP of Lugo no. 179, dated August 6, 2025, with an extract in the Official Gazette of Galicia no. 231, dated November 28, 2025.
• Announcement of the call in the Official State Gazette no. 114, dated May 11, 2026, with the application period closing on June 9, 2026.

A list with only one name and no exclusions

The result of the screening is striking due to its volume: the list of admitted persons contains a single surname and name, Ana María Lage García Armero, with the DNI partially hidden (***6947**) in application of data protection regulations. In the section for excluded persons, the resolution is concise: “None”.

The list was prepared by the Personnel Service of the Lugo City Council based on the proposal of the head of the service, and approved in the exercise of the powers of article 124.4.b) and ñ) of Law 7/1985, of April 2, regulating the bases of the local regime, together with Decree 4003/2026, of May 12, on municipal organization. This means that, if there are no corrections within the open period, only one person will compete for three job positions.

Ten business days for amendments and appeals process

The second point of the decree orders the publication of the list “in the legally established manner” and sets a deadline of ten business days for amendments, in accordance with article 68 of Law 39/2015, of October 1, on the common administrative procedure. The count begins the day following the publication of the decree in the Official Gazette of the Province of Lugo, that is, starting from October 29, 2026.

The resolution exhausts the administrative route, therefore the following may be filed against it:

• Optional appeal for reversal before the Mayor’s Office within one month.
• Contentious-administrative appeal before the contentious-administrative jurisdiction within two months.
• Both deadlines are counted from the day following the notification, pursuant to article 123 of Law 39/2015 and article 46.1 of Law 29/1998, of July 13.

If no corrections to the provisional list are submitted within the granted period, it will automatically be elevated to definitive. The resolution further reminds that appearing as admitted does not recognize the fulfillment of the required requirements and that, if the examination of the documentation shows otherwise, the interested person will forfeit all rights derived from their participation.

The relevance of the news is twofold: for municipal staff, because an internal promotion call with three positions and only one candidate practically empties the procedure and reopens the debate on the attractiveness of these processes among the staff itself; for the rest of the applicants and those interested in public employment, because it marks the calendar and the formal conditions of a phase that can still change if amendments are submitted within the deadline.
