Lugo opens the collection of the IVTM and the waste fee

The Lugo City Council is initiating the voluntary payment period for the 2026 tax rolls of the Mechanical Traction Vehicle Tax (IVTM) and the Fee for Special Use of Public Roads (Vehicle Entrances-Driveways). This is announced in the official provincial bulletin, in the BOP of Lugo number 204, Monday, September 7, 2026, through a collection notice signed by the deputy mayor delegated to the Area of Economy, Participation, Neighborhood Services, and Animal Welfare, M.ª del Mar Carballas Piñeiro.

The voluntary payment period runs from August 20 to October 20, 2026, both inclusive. The announcement serves as a collective notification under article 102.3 of the General Tax Law 58/2003, and affects all vehicle owners and owners of premises with vehicle entrances in the city.

Tax rolls approved by decree

The tax rolls now being collected were approved on August 18, 2026, via Decree 7017/2026 (driveway fee) and Decree 7019/2026 (IVTM), issued by the deputy mayor delegated by virtue of the Mayor’s delegation. In accordance with article 102.3 of the General Tax Law and article 63 of the General Fiscal Ordinance, the tax rolls were made available to the public at the Local Treasury Service, in the Municipal Services Center at Ronda da Muralla, 197, 2nd floor.

How and where to pay

Taxpayers with direct debit receipts will have the amounts charged to their bank accounts on October 6, 2026. For others, the collection documents will be sent by ordinary mail to the taxpayer’s declared address.

  • Payment at any office of Abanca, Caixabank, BBVA, Banco Sabadell, Banco Santander, Caixa Rural Galega, and Correos.
  • In the event of not receiving the receipt, the obligated party must appear at the municipal Local Treasury offices (Ronda da Muralla, 197, 2nd floor) to obtain a duplicate, as non-receipt does not exempt the obligation to pay.

5% surcharge after the deadline

Once the voluntary period has passed without payment, the debt may be paid with an executive surcharge of 5% until November 20, 2026, using the same receipt at any of the aforementioned entities. This is without prejudice to the possible initiation of enforcement proceedings, including the surcharge, interest, and costs that may arise.

The publication of this announcement constitutes a direct notice to thousands of Lugo taxpayers, who must take note of the deadlines to avoid surcharges and enforcement actions. Compliance with the collection calendar is key to avoiding additional costs on the amount of municipal taxes.
