Lugo abre a exposición pública a revisión de cinco ordenanzas fiscais

The Plenary of the Lugo City Council initially approved the modification of five tax ordinances during the extraordinary session on October 15, 2026: the general tax ordinance and the four that regulate the main municipal taxes. The agreement is published in the Official Gazette of the Province of Lugo number 242, Thursday, October 22, 2026, with official reference R. 2855, and opens a thirty-day period of public exhibition for submitting claims.

The decision affects the municipal tax system as a whole, as it modifies not only the framework regulation that organizes the management of local revenues, but also the ordinances of the four taxes with the greatest weight in the council’s treasury. The announcement is processed for the purposes provided for in Article 17 of Legislative Royal Decree 2/2004, of March 5, which approves the revised text of the Law regulating local treasuries, the precept that regulates the processing and publicity of tax ordinances.

The text was signed in Lugo on October 15, 2026, by the deputy mayor delegated to the Area of Economy, Participation, Neighborhood Services, and Animal Welfare, María del Mar Carballas Piñeiro, and by the general secretary of the Plenary, Pablo Portela Fernández. The announcement does not detail the specific content of the modifications: it limits its publicity to the opening of the procedure and refers to the examination of the administrative files.

Five files and four taxes

The plenary agreement includes, in order of enumeration in the announcement, the following files:

  • Initial approval of the modification of the general tax ordinance.
  • Initial approval of the modification of tax ordinance nº 200, regulating the tax on mechanically propelled vehicles.
  • Initial approval of the modification of tax ordinance nº 202, regulating the tax on constructions, installations, and works.
  • Initial approval of the modification of tax ordinance nº 203, regulating the tax on real estate.
  • Initial approval of the modification of tax ordinance nº 204, regulating the tax on economic activities.

Thirty days to examine and object

The initial agreements are open to the public for thirty days via edict on the Corporation’s Notice Board. The conditions of the procedure are as follows:

  • The files can be examined at the Local Treasury offices, at Ronda da Muralla 197, second floor.
  • The documentation is also available on the entity’s transparency portal.
  • Interested parties may submit any claims they deem appropriate during the same period.
  • The exhibition is announced in the Official Gazette of the Province of Lugo and in one of the province’s widest-circulation newspapers.
  • The period begins to count the day following the last of these two publications, therefore it does not necessarily coincide with the date of the BOP.
  • If no claims are submitted, the provisional agreements are understood to be final.

The taxes already being collected in 2026

The review arrives while the city council has the collection for the current fiscal year underway. The tax roll for the motor vehicle tax for 2026 was approved by Decree No. 7019/2026, of August 18, and that for the tax on economic activities by Decree No. 8245/2026, of October 8, both displayed to the public at the Local Treasury Service. The voluntary payment period for the vehicle tax and the fee for special use of public roads was open between August 20 and October 20, 2026, according to the collection announcement published in the Official Gazette of the Province of Lugo number 204, of September 7, 2026.

The mayor and president of the council is María Elena Candia López, and the economic area is delegated to María del Mar Carballas Piñeiro, who has already signed the tax roll decrees for this year.

The relevance of the news lies in the fact that any change in the quotas, payment periods, or bonuses of these five regulatory texts will be transferred directly to the receipts of all taxpayers in the municipality, including property and vehicle owners as well as companies and project developers. Until the appeals period ends and final approval occurs, interested parties may consult the files and influence the outcome of the processing with their claims.
