The Plenary initially approves the budget modification
The Plenary of the Lucena City Council, at its ordinary session of August 7, 2026, initially approved the file for budget modification number 13/2026. This is a credit supplement financed with the Treasury Surplus for General Expenses whose purpose is to allocate the budget surplus accumulated in fiscal years 2024 and 2025 to the amortization of the council’s commercial debt.
The decision was published today, August 17, 2026, in the Official Bulletin of the Province of Córdoba, number 158, page 12430, under the official reference BOP-A-2026-2833. The announcement was signed by the mayor Aurelio Fernández García, who certified the initial approval in Lucena on August 7, 2026.
Subject to public information for 15 business days
In accordance with article 177.2, in relation to article 169 of Royal Legislative Decree 2/2004, of March 5 (consolidated text of the Regulatory Law of Local Finances), the corporation has submitted the file to public information for a period of 15 business days, counted from the day following the publication of the announcement in the BOP of Córdoba.
During that period, interested parties may examine the complete file and submit the claims they deem appropriate. The full text of the file is available at the offices of the Intervention and Accounting Service of the City Council, during office hours, and can also be consulted on the transparency portal of the municipal website.
Conditions for final approval
If no allegations have been submitted once the public information period has ended, the agreement will be considered automatically finally approved. In the event that allegations are submitted, the Plenary will have one month to resolve them.
Local regulations require this public exposure procedure as a guarantee of the right to citizen participation and control of the budget actions of local entities.
A measure aimed at reducing the financial burden
The amortization of commercial debt using the treasury surplus constitutes a financial restructuring measure that will allow the Lucena City Council to reduce its outstanding liabilities and decrease the financial costs derived from obligations contracted with suppliers and creditors. The use of the surplus from fiscal years 2024 and 2025 for this purpose reflects a policy of fiscal responsibility of the Córdoba council.
The decision falls within the framework of budget discipline established by current local government legislation, which requires corporations to allocate available surpluses primarily to debt reduction and payment to suppliers.
