LTA publishes Cross Island Line railway safety zone plans

The Land Transport Authority of Singapore has prepared plans delineating the railway safety zone of the Cross Island Line Phase 1 and the Thomson-East Coast Line Extension, and has given notice that they are open for free public inspection. The notice, dated 10 September 2026 and signed by Pang Kin Keong, Chairperson of the Land Transport Authority of Singapore, was first published in the Republic of Singapore Government Gazette on 14 September 2026 at 5 pm.
The notice is issued under regulation 4 of the Rapid Transit Systems (Railway Protection, Restricted Activities) Regulations (Rg 3), made under the Rapid Transit Systems Act 1995. It is gazetted as Notice No. 5336.
Where the plans can be inspected
Copies of the plans are available free of charge at the office of the Land Transport Authority of Singapore at 1 Hampshire Road, Singapore 219428.
- Between 9 a.m. and 5 p.m. on any day from Monday to Friday, except public holidays.
- On the eve of New Year’s Day, Chinese New Year or Christmas Day, between 9 a.m. and 12 noon.
The railway safety zones covered
The Schedule lists 15 plans, numbered LTA/DBC/RP/CRL1 & TELE/001 through LTA/DBC/RP/CRL1 & TELE/015, covering the alignment of the Cross Island Line Phase 1 and the Thomson-East Coast Line Extension:
- Plans 001 to 009 — at Changi Airport.
- Plan 010 — from Changi Airport towards Tanah Merah Coast Road.
- Plan 011 — along Tanah Merah Coast Road.
- Plan 012 — from Tanah Merah Coast Road towards Changi Coast Walk.
- Plan 013 — from Changi Coast Walk towards Tanah Merah Coast Road.
- Plan 014 — from Tanah Merah Coast Road towards Xilin Avenue.
- Plan 015 — from Xilin Avenue towards Laguna Golf Green.
Why this matters
The publication of the railway safety zone plans is of direct local interest to residents, landowners and developers near the alignment, who can now inspect the exact boundaries of the protected zone before undertaking any works or restricted activities in the vicinity.
