Los Silos opens public information regarding the substantial modification of its General Plan

The Town Council of the Villa de Los Silos has opened the public information process for the Advance Document and the Strategic Environmental Study of the Substantial Modification of the municipality’s General Planning Plan. The agreement was adopted by the Plenary Council in an ordinary session held on October 1, 2026, and the announcement is published in the Official Gazette of the Canary Islands no. 222, dated November 6, 2026, within section V (Other announcements), under number 3843 and on page 40252. The opening of this period directly affects land use and urban planning expectations within the Tenerife municipality.

The announcement, signed on October 8, 2026, by the Mayor-President, Carmen Luz Baso Lorenzo, details the scope of the plenary agreement. The municipal body took note of and granted municipal approval to the two documents supporting the planning review, signed by Gesplan in September 2026. This is, therefore, a preliminary step before the substantive processing: the Advance sets out the proposed territorial model and the Strategic Environmental Study incorporates its environmental assessment, so that both are jointly submitted to public scrutiny.

The procedure is activated upon publication in the regional gazette and is housed in the municipal file identified by number 3171/2025, a reference that must accompany any writing addressed to the Town Council. The Substantial Modification implies a fundamental alteration of the current planning, not a minor adjustment, which explains the opening of a period of citizen participation and institutional consultation before any initial approval.

Forty-five business days to file objections

The Plenary agreed to submit both documents to public information for a period of forty-five business days. During this period, according to the official text, any natural or legal person may examine the documentation and formulate the objections, observations, or suggestions they deem appropriate.

Contributions must be addressed to the Town Council of the Villa de Los Silos and submitted through any of the legally provided means, with express reference to file number 3171/2025. According to the announcement, the writing does not require a specific form, but it must be linked to that number for its correct incorporation into the procedure.

Consultation via electronic office and municipal offices

The documentation of the Advance and the Strategic Environmental Study will be available for consultation through two channels:

• The electronic office of the Town Council of the Villa de Los Silos.
• The municipal offices of the town hall.

The announcement does not detail in-person service hours, therefore the electronic route is established as the primary means of access to the complete file during the 45 business days.

Simultaneous consultation with the affected administrations

Parallel to the public information process, the documentation is submitted for consultation by the affected public administrations and interested parties, for the same period and under the terms agreed upon by the Plenary Council. This dual track—citizenship and institutions—concentrates the participation provided for in the urban and environmental processing into a single period, which reduces the dispersion of procedures and allows for the comparison of private and sectoral allegations regarding the same text.

The review of the Los Silos planning thus reaches its exhibition phase with the two documents already shaped by the municipal body and prepared by Gesplan, a company dependent on the Government of the Canary Islands, which signs the works dated September 2026.

The decision has a direct effect on owners, developers, and residents of the municipality: the Substantial Modification of the General Planning Plan conditions what can be built, where, and with what intensity in Los Silos, in addition to determining the classification and qualification of the land. The period of 45 business days is the only formal window to influence the content of the Advance before the document begins its administrative processing, hence the relevance of submitting allegations within the deadline and with the reference to file number 3171/2025.
