Por FactBox Admin

Los Barrios renueva a sus siete tenientes de alcalde por decreto

The mayor-president of the Los Barrios City Council, Miguel Fermín Alconchel Jiménez, has revoked the previous appointment of deputy mayors and has designated seven new officials with their order of substitution for the mayor. The decision is adopted by mayoral-presidential decree effective September 23, 2026, and is published in the Official Gazette of the Province of Cádiz no. 207, of October 27, 2026, with reference No. 353.084 on page 14.

The decree is issued under article 21.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and articles 41 and 46 of Royal Decree 2568/1986, of November 28, which approves the Regulations on Organization, Operation, and Legal Regime of Local Entities. The processed file is 2026/CNJ_01/000001, under the subject “Appointment of Deputy Mayors.”

The text proceeds from the fact that deputy mayors are freely appointed and dismissed by the mayor from among the members of the Government Commission, and notes that the previous appointment was made by Mayoral-Presidential Decree no. 613, of April 8, 2025, in favor of the members of the Local Government Board. That decree is expressly revoked.

The seven appointments and their order

The operative part designates the following members of the Local Government Board of the Los Barrios City Council, in this order of precedence:

  • First Deputy Mayor: Ms. M.ª de los Ángeles Gallego Gavira.
  • Second Deputy Mayor: Mr. Antonio Domínguez Dávila.
  • Third Deputy Mayor: Ms. Cristina Silva Espinosa.
  • Fourth Deputy Mayor: Mr. Pablo García Sánchez.
  • Fifth Deputy Mayor: Mr. Manuel Muñoz García.
  • Sixth Deputy Mayor: Mr. José Antonio Gómez Guerrero.
  • Seventh Deputy Mayor: Ms. Cristina Marchante Saavedra.

The decree establishes that the deputy mayors shall substitute the mayor in all of his functions, in the order of their appointment, in cases of absence, illness, or impediment that prevents him from exercising his duties.

Substitution of the mayor and effects

The resolution specifies that, in cases of absence, illness, or impediment, the functions of the mayor cannot be assumed by the corresponding deputy without an express delegation that meets the requirements of numbers 1 and 2 of article 44 of the ROF. That is, automatic substitution by the order of the list does not by itself enable the full exercise of the mayor’s competencies.

The decree sets its effective date as September 23, 2026, and orders its publication in the Official Provincial Gazette, on the electronic notice board of the Los Barrios City Council, and on the Transparency Portal, without prejudice to its effectiveness from the same day of its date. Furthermore, it provides for the resolution to be reported to the Plenary in the next ordinary session, in accordance with articles 13.4 and 42 of RD 2568/1986. The document is signed by the general secretary, José Luis López Guio.

In the same issue of the gazette, another decree from the Mayor’s Office-Presidency of Los Barrios is published, which nullifies, also as of September 23, 2026, the partial dedication remuneration recognized for Mr. Manuel Muñoz García by Decree No. 1506, of October 2, 2025, and assigns him exclusive dedication with a gross annual remuneration of 40,000.00 euros, to be received in twelve ordinary monthly payments and two extraordinary payments.

The new distribution directly affects the daily operation of the council: it establishes who exercises the Mayoralty in the event of the mayor’s absence and consolidates the chain of command within the government team for the 2023-2027 term. For residents, the publication in the official gazette turns the organizational chart into a verifiable and enforceable piece of data, and allows them to know who holds the municipal competencies when the mayor is unavailable.
