Los Barrios opens a merit-based competition to hire an employment counselor

The Los Barrios City Council has approved, via Mayor’s Decree No. 1400, dated August 11, 2026, the call for applications through a merit-based competition system for the selection, as interim civil servants, of the execution staff for the project “Los Barrios Gestion@”, specifically for the position of labor insertion and employment support staff (employment and entrepreneurship counselor). The announcement is published in the Official Gazette of the Province of Cádiz number 165, dated August 27, 2026, pages 35 and following.

The position is being filled because the project, which began on June 18, 2026, has a vacant position and the reserve list has been exhausted. The call is part of the Employment and Training Program of the Autonomous Community of Andalusia 2025, according to the resolution of the Territorial Delegation of Employment, Enterprise and Self-Employment in Cádiz, dated December 18, 2025.

Position Characteristics

The offered position is that of employment and entrepreneurship counselor, assigned to Group A, Subgroup A2, with a single available vacancy. The contract extends until the remaining six months of the program are exhausted, on a part-time basis, and is linked to an active employment policy program in accordance with Law 3/2023, of February 28, on Employment.

• Working hours: part-time.

Functions include promoting the coordination of the project with professional guidance initiatives for employment and self-employment in the territory, as well as carrying out prospecting, collaboration, and liaison actions between the business fabric and students, and providing socio-labor guidance and support for insertion.

Requirements and Submission of Applications

Applicants must prove an official university degree and at least one year of experience within the last ten years in functions of prospecting, collaboration, and liaison between companies and job seekers, socio-labor guidance, labor mediation, or employment resource management.

Applications shall be submitted within ten business days from the day following the publication of the summary of the call in the BOP of Cádiz, before the General Registry of the City Council, auxiliary registries, or the municipal electronic office. The required documentation includes:

• Annex IV of the rules, duly completed and self-assessed.
• Copy of the DNI (ID).
• Mandatory qualification for access to the position.
• Supporting documentation for specific requirements and alleged merits.

Selection Procedure and Scoring

Once the deadline has expired, the Mayor’s Office will approve the list of admitted and excluded candidates, with a three-day period for rectification. Following the interview phase, the tribunal will issue the provisional list of candidates in order of precedence, which will be sent to the Employment Training Service of the Territorial Delegation for validation. The appointment will be the responsibility of the Mayor’s Office-Presidency, with the assumption of office taking place within three business days.

The merit assessment evaluates qualifications (maximum 1 point), related training (maximum 2 points), and professional experience, with a maximum of 0.0030 points per day in public administration and 0.0020 points per day in the private sector in analogous positions.
