Loja opens public consultation for the Management Plan of its Historic Center

The Loja City Council has submitted for public consultation, for a period of one month, the Advance Document (draft Plan) and the Initial Strategic Document of the Urban Planning Plan (POU) of the Historic Center of Loja. The decision was adopted by Mayoral resolution on August 7, 2026, and was published in the Official Gazette of the Province of Granada, number 170, dated September 3, 2026, with reference BOP-GRA-2026-170016.
The instrument, drafted by the team García de Los Reyes Arquitectos Asociados S.L., entered the municipal registry on August 4, 2026 (file 883/2026). The processing is supported by Law 7/2021, of December 1, for the promotion of territorial sustainability in Andalusia (LISTA) and its regulation, Decree 550/2022, of November 29, as well as Law 2/2026, of March 12, for the Environmental Management of Andalusia.
One month to provide feedback
During the one-month period, counted from the day following the publication of the edict in the provincial gazette, citizens and potential interested parties may comment on the problems intended to be solved, the necessity and opportunity of processing the instrument, and the proposed objectives and alternatives. Contributions will be collected through the insertion of the edict in the BOP of Granada and on the City Council’s electronic Edict Board.
The documentation will be available to interested parties on the City Council’s Transparency Portal and on the notice board, in compliance with article 25 of Royal Legislative Decree 7/2015, of October 30, of the Land and Urban Rehabilitation Law, and articles 9.4 and 13.1 e) of Law 1/2014, of June 24, on Public Transparency of Andalusia.
What is being submitted for consultation
The purpose of the consultation is twofold:
- The Advance Document, a draft of the Plan that establishes the general planning criteria and solutions for the Historic Center.
- The Initial Strategic Document, which incorporates the content provided for in Andalusian environmental regulations to evaluate the effects of the plan.
Once the suggestions are received, the Municipal Technical Services and the technical managers of the drafting team will study the contributions and propose the confirmation or alteration of the general planning criteria and solutions.
The itinerary toward approval
After the consultation period has elapsed, the City Council will notify the competent environmental body of the start of the POU processing, requesting the Ordinary Environmental Evaluation Procedure and sending the Advance Document and the Initial Strategic Document so that, within a period of three months, the Scope Document of the Strategic Environmental Study can be prepared.
With that document, the drafting team will prepare the Strategic Environmental Study, in which the potential significant effects of the plan on the environment will be identified, described, and evaluated, as well as the technically and environmentally viable reasonable alternatives. Once the reports are received, the approval procedure for the POU, subject to Strategic Environmental Assessment, will begin.
The announcement is signed by the deputy mayor delegated for Urban Planning, Mr. José A. Gallego Morales, in Loja, on August 10, 2026. The consultation represents a key step in organizing the development of the Historic Center of Loja, an instrument that will condition the protection of heritage and the urban growth of the municipality in the coming years; therefore, citizen participation is essential to define its future.
