The Logrosán City Council has announced the opening of a position for a multi-service operator-machinist as permanent full-time contractual staff, through a competitive examination process (concurso-oposición). The rules and the call for applications are published in full in the Official Gazette of the Province of Cáceres, number 0178, corresponding to Thursday, September 17, 2026, in Section I - Local Administration, under official reference BOP-2026-4337. The announcement is signed by the mayor-president, Julio A. Roldán Masa, and is dated September 14, 2026.

The call is based on Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Basic Statute of Public Employees Act, and Law 39/2015, of October 2, on the Common Administrative Procedure of Public Administrations. The announcement itself emphasizes that the process is designed to achieve “maximum agility in selection,” while respecting the principles of equality, merit, capacity, and publicity. This is a stable, full-time position within the municipality, with a 15-day probationary period once the selection process is concluded, in accordance with Article 14 of Royal Legislative Decree 2/2015, of October 23, of the Workers’ Statute.

Admission Requirements

To participate in the tests, it will be necessary to meet the following conditions:

  • Be a Spanish citizen or a national of a European Union member state, as well as foreigners contemplated in Article 57.4 of the Basic Statute of Public Employees.
  • Not have been dismissed through disciplinary proceedings from the service of the State, autonomous communities, or local entities, nor be disqualified from exercising public functions.
  • Hold, at least, a Primary School Graduate degree (Graduado Escolar) or equivalent.
  • Possess a professional operator’s license for backhoe loaders.
  • Meet the requirements necessary for the road driving of special construction and service vehicles with a maximum authorized mass exceeding 3,500 kilograms.
  • Not suffer from any illness or physical defect that prevents the performance of the duties.

Applications shall follow the model in Annex I and be addressed to the mayor-president, submitted at the General Registry of the Logrosán City Council or through any of the channels specified in Article 16 of Law 39/2015. The deadline is ten business days starting from the day following the publication of the summary of the call in the Official State Gazette. Subsequently, the mayor will issue a resolution with the provisional list of admitted and excluded candidates, which will open another ten business days to correct any deficiencies.

Practical Test and Merit Scale

The procedure combines a competitive examination phase and a merit-based phase. The competitive examination consists of a single eliminatory practical backhoe loader driving test designated by the board, scored from 0 to 10 points, with a minimum of 5 required to pass.

The merit-based phase is valued as follows:

  • 0.50 points for each professional operator’s license for other heavy machinery related to construction and earthmoving, up to a maximum of 2 points.
  • 0.10 points for each month of professional experience in an assimilable position within a public administration, up to a maximum of 2 points.

Once the tests are completed, the board will publish the list of successful candidates on the notice board in order of score and will submit to the mayor-president the appointment proposal in favor of the selected applicant.

Qualifying Board and Publication

The selection body will be composed of five members, with an equal number of substitutes, all of whom shall be public employees with a qualification equal to or higher than that required for the position. The planned composition is as follows:

  • Presidency: a civil servant or public employee appointed by the Mayor’s Office.
  • Secretariat: a civil servant or public employee appointed by the Mayor’s Office.
  • One membership reserved for a civil servant or public employee with a degree in English Philology.
  • One additional membership appointed by the Mayor’s Office.
  • One membership representing the Provincial Council of Cáceres.

The rules and the call for applications are published in full in the Official Gazette of the Province of Cáceres, on the physical notice board of the town hall, and on the municipal electronic office. The call and the acts derived from the process may be challenged in accordance with Law 39/2015, and the mayor may modify or nullify the call before the application deadline expires.

The call reinforces stable public employment in the Las Villuercas region, where full-time permanent positions are scarce. For residents with experience in public works machinery, the position offers a lasting path to employment with a short selection process centered on a practical driving test.
