Logrosán approves an economic-financial plan after failing to comply with the spending rule

The Plenary of the Logrosán City Council approved the 2026-2027 biennium Economic-Financial Plan in an ordinary session on September 24, 2026, after confirming the breach of the spending rule in the settlement of the 2025 economic year Budget. The agreement is published by edict in the Official Gazette of the Province of Cáceres on Thursday, October 1, 2026, number 0188, within Section I - Local Administration, with the official reference BOP-2026-4550 (page 22242).

The Economic-Financial Plan is the instrument that budgetary stability regulations require local administrations to approve when their accounts deviate from the set objectives. In this case, the trigger is the breach of the spending rule, the limit that prevents public spending from growing above the economic growth reference. The document was approved by the Plenary of the corporation and signed by the mayor-president, Julio A. Roldán Masa, on September 25, 2026.

Legal basis of the agreement

The edict expressly invokes two regulations:

• Article 23.4 of Organic Law 2/2012, of April 27, on Budgetary Stability and Financial Sustainability.
• Article 26 of Royal Decree 1463/2007, of November 2, which approves the Development Regulation of Law 18/2001, of December 12, on Budgetary Stability.

Both references place the agreement within the framework of fiscal discipline applicable to local entities and determine the content and processing of the approved plan.

Public exhibition for informative purposes

The approved document is exhibited to the public “exclusively for informative purposes throughout its validity,” according to the text of the edict. Interested parties may consult it at the electronic headquarters of the Logrosán City Council. The announcement does not set a deadline for allegations, unlike other municipal procedures, because the publication is informative in nature and not for participation.

2026 Budget and other municipal actions

The publication of the plan coincides in the same issue of the gazette with another announcement from the Logrosán City Council: the initial approval of the General Budget for 2026, exhibited to the public for fifteen business days for the submission of claims (BOP-2026-4549, page 22241). If no claims are submitted within that period, the budget will be definitively approved.

In the same line of municipal activity, the gazette includes the mayoral resolution ordering the hiring of Ana Isabel Rebollo Sanromán as a building cleaning operator, through a mobility competition as permanent labor personnel (BOP-2026-4551, page 22243).

The approval of the Economic-Financial Plan places the accounts of Logrosán under the scrutiny derived from budgetary stability regulations during the 2026-2027 biennium. For the residents, the edict means that the document intended to correct the spending deviation is now accessible on the municipal electronic office, alongside the 2026 budget, which now enters its claims period.
