The Logroño City Council has approved the final composition of the Qualifying Board for the employment pool for Head of Public Relations of the Municipal Center for Performing Arts (CMRE). The decision is formalized in Resolution 7047/2026, dated September 25, signed by Mayor Conrado Escobar Las Heras, and published in the Official Gazette of La Rioja number 187, dated September 29, 2026, section II (Authorities and Personnel), page 16430. The announcement bears the official reference BOR-A-20260929-II–1109 and file number 202609250124654.

A process to fill an interim position

The resolution is issued in accordance with the provisions of Base 6.2 of the rules published in the Official Gazette of La Rioja on May 8, 2026, which call for selective tests for the creation of an employment pool for civil service personnel under an interim regime for the position of Head of Public Relations of the Municipal Center for Performing Arts. The published text contains the second operative part of the aforementioned resolution, namely, the approval of the final composition of the selection body.

The immediate precedent is Resolution 6479/2026, dated August 31, published in the Official Gazette of La Rioja number 169, dated September 3, 2026, page 15195 (reference BOR-A-20260903-II–1005), which declared the provisional list of admitted and excluded persons approved, determined the qualifying board, and set the date, place, and time of the first exercise.

Composition of the qualifying board

The body is composed of twelve members, including titulars and alternates:

Alternate Member: Ana Isabel López Ruiz.
Titular Member: María Pilar Oca Melero.

Changes regarding the provisional list

The final composition introduces variations to the nominal determination published on September 3. Gabriel Santos Ruiz changes from alternate member to titular member, while Alberto Alonso Marrón joins as an alternate member. Jesús Manuel Río Vázquez, who appeared as a titular member in the provisional announcement, is removed from the list.

Twelve excluded applicants and first exercise

The provisional list of excluded persons, which will automatically become final if there are no claims, included twelve applicants. The reasons for exclusion are distributed as follows:

Lack of accreditation of unemployment status: eight people.
Lack of signature on the admission application: two people.
Lack of signature on the application and lack of unemployment certification: two people.

The first exercise of the call will be held on September 30, 2026, at 12:30 p.m. at the Rafael Azcona Library, located at calle Alcalde Emilio Francés, 34, Logroño. All applicants must bring their National Identity Document.

The position was already left vacant in internal promotion

The filling of this position follows a previous failed attempt. Resolution 02464/2026, dated April 7, 2026, from the Department of Mayor’s Office, Governance, Equality and Spokesperson, declared the selection process void and archived the procedure corresponding to the call for one position of Head of Public Relations CMRE via internal promotion, the rules of which were published in the Official Gazette of La Rioja number 182, of September 19, 2025, and in number 258, of October 27, 2025. That announcement appeared in the Official Gazette of La Rioja number 168, of September 2, 2026, page 15108 (reference BOR-A-20260902-II–1002).

The publication closes the phase of constituting the selection body and clears the process calendar: admitted applicants now know who will evaluate them and when they will be examined. For the Logroño City Council, it means reactivating a position that could not be filled through internal promotion via interim appointment, while for the candidates, the announcement sets the final rules of a procedure whose first exercise takes place barely one day after its official publication.
