Logroño expropriates land to build sidewalks on the Camino de Canicalejo

The Local Government Board of the Logroño City Council, in its session on August 26, 2026, agreed to summon the owners of the properties affected by compulsory expropriation for the construction of sidewalks on Camino de Canicalejo (Varea) for the drafting of the pre-occupation minutes and, if applicable, the definitive occupation. The appointment will take place on October 15, 2026, according to the announcement published in the Official Gazette of La Rioja number 165, dated August 28, 2026, pages 14954 and 14955, with reference BOR-A-20260828-III–3315 and file 0712 2024/9007.
A file that began in 2022
The procedure dates back to 2022, when the Local Government Board approved the works project “Execution of sidewalk on the Canicalejo road of the city of Logroño (Varea)”, from June 2022. The list of affected owners and properties was initially approved on February 22, 2023, and was subject to public review for twenty days through announcements in the Official Gazette of La Rioja number 39 (February 24, 2023), in the newspaper El Día de La Rioja, and on the municipal notice board.
The final approval of that list arrived on May 10, 2023, published in the Official Gazette of La Rioja number 99 (May 17, 2023). The final previous milestone was the Declaration of Urgency for the occupation of the properties, approved by the Government Council on February 10, 2026, and published in the Official Gazette of La Rioja number 31 (February 16, 2026).
The properties and their owners
The annex of the summons lists four properties from polygon 44, all with an expropriation surface of 2 meters and different lengths of impact. The summoned owners are:
- Arsenio García Ramírez (heirs) and Antonio Cerrolaza González (50% ownership), property 4962, cadastral reference 26900A044000450000AK, 17 m, at 9:00.
- María Encarnación Calvo Martínez (50% ownership), property 4129, cadastral reference 26900A044000260000AH, 58 m, at 9:30.
- Alfonso Carlos García Ramírez, property 4968, cadastral reference 26900A044001090000AD, 16 m, at 10:00.
- Rubén Burgos Ramírez, Alejandro Burgos Ramírez, Consuelo Burgos Ramírez, María José Burgos Ramírez, and Luis Ángel Burgos Ramírez (20% ownership each), property 5732, cadastral reference 26900A044000460000AR, 108 m, at 10:30.
Documentation and appearance
The owners must appear personally or be represented by a duly authorized person, providing their NIF (Tax ID), documents proving their title of ownership or the rights they hold, the latest receipt of the Real Estate Tax (IBI) and, if applicable, the cadastral certification. They may be accompanied, at their own expense, by experts and notaries.
In the case of vacant inheritances, the appearing party must prove their status as owner through the declaration of heirs, the acceptance of the inheritance along with the will, or the settlement of the Inheritance Tax referring to the property. If there are several owners, they may authorize a single person to receive the fair price. The agreement, signed by Mayor Conrado Escobar Las Heras, will be notified via individual summons and publication in two provincial newspapers and in the Official Gazette of La Rioja.
The construction of sidewalks on the Camino de Canicalejo will improve pedestrian safety on an access road to Varea, one of the most populated neighborhoods in Logroño. The declaration of urgency accelerates the occupation deadlines; therefore, affected owners must attend the appointment on October 15 to guarantee their rights and the valuation of their properties.
