Logroño grants 119,980 euros to 99 residents to adapt their homes

The Local Government Board of the Logroño City Council approved in its session on September 16, 2026, the final granting and payment of subsidies for works to adapt universal accessibility inside homes, for a total amount of 119,980.12 euros distributed among 99 beneficiaries. The agreement is published in the Official Gazette of La Rioja number 181, dated September 21, 2026, with the official reference BOR-A-20260921-III–3598, and is signed by the mayor, Conrado Escobar Las Heras.

A 120,000 euro call for accessibility

The grants correspond to the ADV 2025 call, published in the Official Gazette of La Rioja number 223, dated November 17, 2025, endowed with 120,000 euros charged to the budgetary application 152.20 789.99. The regulatory bases establish the administrative and technical conditions to acquire beneficiary status, and Article 17 regulates incompatibilities between grants.

The final amount granted, 119,980.12 euros, leaves the credit practically exhausted, less than 20 euros from the planned maximum. The amounts in the annex show that the subsidy covers 50% of the protectable budget of each action.

99 applications granted

Annex I lists the 99 admitted and granted applications, ordered from 1 to 99, with the file number, the holder, the protectable budget, and the amount of the subsidy. Among the most notable amounts are:

• José Luis Galilea Ocón (ADV 2025/111), with 12,000 euros of protectable budget and 6,000 euros in subsidy, the highest grant.
• Encarnación Pablo Ocón (ADV 2025/077), 8,336.11 euros of budget and 2,950.93 euros in subsidy.
• María Cristina Arteaga Muruaga (ADV 2025/081), 5,170.33 euros and 2,585.17 euros.
• María Belinda San Juan Íñiguez (ADV 2025/010), 4,138.01 euros and 2,069.01 euros.
• Ignacia Garrido Terroba (ADV 2025/027), 2,480.50 euros of budget and 240.97 euros in subsidy, the lowest.

Denials due to exhausted credit and incompatibility

The same agreement denies 27 applications due to lack of budgetary credit, all with the observation “No credit”, including those of Emilio Navarro Juan (ADV 2025/113), Milagros Ceballos García (ADV 2025/114), María Pilar Palacios Berbel (ADV 2025/115), Rafael Uyarra Uyarra (ADV 2025/116) and Ana Belén Pecharromán Laguardia (ADV 2025/141).

Another eight applications are denied for having been granted a subsidy from the Autonomous Community of La Rioja and thus exceeding 100% of the cost of the action, in accordance with article 17 of the regulatory bases: Pablo Pinillos Martínez (ADV 2025/011), Ángel Merino Aldea (ADV 2025/023), María Gemma Santamaría Sáenz de Jubera (ADV 2025/028), María del Carmen Elizalde García (ADV 2025/030), Esteban Antonio Marín Matute (ADV 2025/080), José Miguel Alonso Barrio (ADV 2025/104), Florencio Ochoa Marín (ADV 2025/112) and Antonino Santamaría Del Moral (ADV 2025/132).

Nine excluded from the procedure

Annex II excludes nine applicants for various reasons:

• Nieves Colás San Miguel (ADV 2025/001), due to late submission.
• Fernando Benot Vidal (ADV 2025/033), Gerardo Pedro Zarzuelo Barreras (ADV 2025/084) and Jesús Izco Herce (ADV 2025/042), due to the death of the applicant.
• María Teresa Etayo Gastón (ADV 2025/090) and María Teresa Ruiz Martínez (ADV 2025/092), due to duplicate application.
• María Luz Porres Ortún (ADV 2025/122) and Miguel López Andrés (ADV 2025/142), for failing to comply with article 4 regarding beneficiary persons.
• José Nicasio Ramírez Mayoral (ADV 2025/143), for failure to submit documentation.

Appeals and deadlines

The act is final in administrative proceedings. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Section of the Court of First Instance of Logroño within two months and, optionally, a request for reversal before the same body that issued the act within one month. Both periods are counted from the day following the publication of the announcement in the Official Gazette of La Rioja.

The resolution closes the ADV 2025 call with the credit exhausted and leaves out 35 applicants who met the requirements, 27 of them solely due to lack of funds. For persons with reduced mobility in Logroño, the announcement confirms which adaptation works inside their homes will receive municipal funding and which must wait for a new call.
