Logroño closes the 500,000 euro aid program to rehabilitate its heritage

The Local Government Board of the Logroño City Council, in a session held on September 9, 2026, agreed to close the call for the granting of subsidies for building rehabilitation works in the city, actions regarding Cultural Heritage. The decision, signed by Mayor Conrado Escobar Las Heras, is published in the Official Gazette of La Rioja number 175, dated September 11, 2026, with official reference BOR-A-20260911-III–3489.
The call, endowed with 500,000 euros charged to budget application 152.20 789.99, was originally published in the Official Gazette of La Rioja number 239, dated December 10, 2025. The closure formalizes the result of the process and determines which applicants receive aid, which are denied due to the exhaustion of credit, and which are excluded.
Granted Applications
Annex I of the agreement lists 34 granted applications, with a total protectable budget of 1,391,970.56 euros and a combined granted subsidy of 498,704.13 euros. Among the beneficiaries are homeowners’ associations, parishes, and individuals:
- Parroquia de Santa María de La Redonda de Logroño (file AR_2025/001): 49,050.87 euros.
- Cdad. Prop. Capitán Gallarza, 8 (AR_2025/018): 75,000 euros, the maximum amount.
- Cdad. Prop. Calvo Sotelo, 16 (AR_2025/026): 39,868.86 euros.
- Cdad. Prop. Portales 47 (AR_2025/040): 28,436.97 euros.
- Cdad. Prop. Marqués de San Nicolás, 104 (AR_2025/012): 28,735.63 euros.
Individual subsidies range between 901.60 euros and 75,000 euros, and the grant dates are distributed between August 27 and September 2, 2026.
Denied and Excluded Applications
Annex I also lists 18 denied applications because the maximum amount of credit set in the call was exceeded, despite meeting the administrative and technical conditions. Among them are C.M. Mundicodices S.L., CIA Riojasana, S.L., Cdad. Prop. Cristo 18, Cdad. Prop. Mercaderes 6, and Cdad. Prop. Avda. Navarra 22.
Annex II details 21 excluded applications for failing to meet the conditions of the Regulatory Bases or lacking the technical report prior to the start of the works. The most frequent reasons are:
- Withdrawal of the application.
- Denial under Article 8 of the Regulatory Bases (later building or minimum threshold reached).
- Denial under Article 9, regarding objective criteria of technical and constructive coherence.
- Lack of technical report or incomplete documentation.
Impact for Applicants
The closing of the call for applications leaves out a significant number of homeowners’ associations and individuals who aimed to finance conservation works in buildings of heritage value in Logroño. Applicants denied due to the exhaustion of funds may assess their situation during the next call, while those excluded must rectify the technical or documentary requirements indicated in the agreement.
