Logroño awards 106 street vending stalls for San Mateo 2026

The Logroño City Council has provisionally awarded the 106 street vending stalls at the Paseo de las Norias for the San Mateo 2026 festivities, distributed among 21 associations of fairground operators and merchants. The decision is detailed in the Urban Planning Department Resolution number 06473/2026, dated August 28, 2026, published in the Official Gazette of La Rioja number 166, dated August 31, 2026.

The resolution, signed by Mayor Conrado Escobar Las Heras, is notified in accordance with article 45.1 of Law 39/2015, of October 1, on the Common Administrative Procedure, as it is part of a competitive bidding process.

Regulatory Framework

The award is based on the Regulatory Bases for the granting of authorizations for the occupation of public spaces by street vending stalls during the San Bernabé and San Mateo 2026 festivities, approved by the Government Board Agreement number 08-05-2026/U/003, dated May 8, 2026, and published in the Official Gazette of La Rioja number 87, dated May 11, 2026.

The distribution is supported by the report from the Head of the Public Domain Section, dated August 26, 2026, and that of the T.A.G. of Licenses and Urban Discipline, dated August 27, 2026, which deemed the documentation submitted by the 21 requesting associations to be correct. Article 8 of the Bases and the street vending regulations (Law 7/1996, Royal Decree 199/2010, and the Regulatory Ordinance of Commercial Activities on Public Land of Logroño) are applied.

Of the 143 stalls requested, 106 have been provisionally awarded, assigned by order of registration and number of stalls:

Deadline and requirements for final award

Associations have a period of five business days from the date of publication in the bulletin to provide the documentation required for the final award, which will be carried out following the indicated order and starting from position number 52:

  • Proof of payment of the corresponding fee, in accordance with Fiscal Ordinance number 18, considering a module of 4 linear meters.
  • Proof of a 750 euro bond per association, as a guarantee for the conservation and correct restoration of the affected public domain.

Against this act, which is final in administrative proceedings, an appeal for reversal may be filed within one month and a contentious-administrative appeal before the Contentious-Administrative Court of Logroño within two months.
