Logroño opens public comment period for environmental license of eight tourist apartments

The Logroño City Council has opened the public information process for the environmental activity license application submitted by Gestiones y Servicios Kynsala S.L. for the establishment of eight tourist apartments in an entire building on Pepe Maguregui Street. The announcement is published in the Official Gazette of La Rioja number 161, dated August 24, 2026, and grants those who consider themselves interested parties a period of twenty business days to submit allegations.
The action affects the entirety of the property located at number 5 Pepe Maguregui Street, which will be converted into eight tourist accommodation units. The file processed by the council is URB22-2025/0005.
Legal framework of the process
The publication is carried out in compliance with Article 21.b) of Law 6/2017, of May 8, on Environmental Protection of the Autonomous Community of La Rioja, and Article 36 of Decree 29/2018, of September 20, which approves the development regulation of Title I “Administrative Intervention” of said law. Both regulations govern the environmental administrative intervention procedure and the public hearing process prior to the granting of the license.

Allegations must be addressed to the Activity Licensing Department (071.3) of the Logroño City Council within the period of twenty business days starting from the publication of the announcement. The units subject to the application are distributed across the following floors of the building:
- Ground floor: BJ A and BJ B
- First floor: 1º A and 1º B
