Lobios allocates 394,461 euros from the surplus to pave and rehabilitate roads

The Lobios City Council will invest 394,461.68 euros in paving works and the rehabilitation of paths and road infrastructures under municipal ownership, financed entirely by the Treasury surplus. The budget modification SC2/2026, in the form of a credit supplement, has become final as no objections were presented and is published in the Official Gazette of the Province of Ourense no. 186, dated September 29, 2026 (reference R. 2.210).

The initial agreement was adopted in the extraordinary and urgent session of the municipal Plenary on July 30, 2026, in compliance with article 169.1, by referral of 177.2, of the recast text of the Law regulating local finances, approved by Legislative Royal Decree 2/2004, of March 5. After the public exhibition period passed without objections, the agreement automatically becomes final, according to the announcement signed by the mayor, María del Carmen Yañez Salgado.

The operation increases the expenditure applications of the municipal budget by a total amount of 394,461.68 euros, offset in the revenue application 87000. Of the total, 371,689.96 euros are destined for replacement investments in infrastructure and general-use assets, while the remaining 22,771.72 euros cover personnel expenses of the General Administration.

Paving of paths in five nuclei

The bulk of the investment is concentrated on the improvement of the rural road network, with an allocation of 225,716.07 euros divided among five actions:

• Paving of path in the nucleus of A Devesa: 34,056.72 euros.
• Paving of path in the nucleus of Ludeiros: 42,340.50 euros.
• Paving of path in the nucleus of O Reguengo: 51,909.64 euros.
• Paving of path in the nucleus of Ribas de Araúxo: 50,556.34 euros.
• Urbanization of street in A Lama: 46,852.87 euros.

All these works will be charged to budget application 4540.61900, destined for other replacement investments in infrastructure and assets intended for general use.

Other actions in road infrastructure

The credit supplement also includes four other items linked to the municipal road network:

• “Improvement of road infrastructures under municipal ownership of the Lobios City Council (Ourense)”: 29,881.33 euros.
• “Replacement of arch pipe on the Torno-Ganceiros track”: 87,316.59 euros.
• “Rehabilitation of traditional stone masonry retaining wall of the public path, in Ribas de Araúxo”: 3,775.97 euros.
• Technical fees: 25,000 euros.

Personnel expenses and appeal route

Along with the investment, the file supplements four current expenditure applications:

• Salaries of Group A1: 6,936.20 euros.
• Destination supplement. General Administration: 4,366.90 euros.
• Specific supplement. General Administration: 5,948.20 euros.
• Social Security. General Administration: 5,520.42 euros.

Against the agreement, interested parties may directly file a contentious-administrative appeal in the manner and within the timeframes set forth in articles 25 to 42 of Law 29/1998, of July 13, regulating the aforementioned jurisdiction. The filing of the appeal shall not, by itself, suspend the effectiveness of the contested act, in accordance with article 171.3 of the recast text of the Law regulating local treasuries.

The final approval unlocks a public works package that directly affects the mountain parishes of the municipality, where the maintenance of tracks and paths conditions the daily access of residents, livestock, and services. The use of the Treasury surplus allows the execution of the actions without resorting to new indebtedness, although the agreement remains open to challenge before the contentious-administrative jurisdiction.
