Lobeira publishes the water registry and opens the payment period

The Lobeira City Council approved, by Mayor’s Resolution of September 21, 2026, the tax register for the water distribution service fee and the Xunta de Galicia water canon corresponding to the second four-month period of 2026. The announcement is published in the Official Gazette of the Province of Ourense (BOP) of October 16, 2026, in section IV. Local Entities, and opens a voluntary collection period that ends on October 30, 2026.

The register is displayed to the public at the council offices for collective notification, in accordance with article 102.3 of the General Tax Law, for fifteen business days starting from the day following the publication of the announcement in the BOP. The measure affects residents subscribed to the municipal water distribution service, who must pay both the municipal fee and the passed-on regional canon. The announcement is signed by the mayor, Antonio Iglesias Álvarez, and bears the official reference R. 2.271.

Public exhibition and channels for appeal

During the fifteen-business-day exhibition period, interested parties may examine the register and the settlements at the municipal offices and submit any claims they deem appropriate.

An appeal for reversal may be filed against the act of approval of the register and the settlements contained therein before the Local Government Board within one month, starting from the day following the end of the public exhibition.

• Appeal for reversal: before the Local Government Board, within one month from the end of the public exhibition.
• Contentious-administrative appeal: before the Contentious-Administrative Court of Ourense, within two months from the notification of the resolution of the appeal.
• Administrative silence: after one month without an express resolution, the appeal is understood to be rejected and the period to pursue judicial action is six months.

Voluntary collection until October 30

The payment period for the voluntary phase runs from September 30 to October 30, 2026. After that date, debts will be enforceable through the enforcement procedure, with the corresponding surcharges for the executive period, late payment interest, and other applicable expenses and costs.

Receipts that are not direct-debited to bank accounts will be sent by mail to the taxpayers’ addresses, so that they can be paid at the bank offices indicated therein. If they are not received by the scheduled dates, residents should contact the council.

Notice regarding the Xunta water canon

In accordance with article 49.7 of Decree 136/2012, of May 31, failure to pay the water canon during the voluntary period will result in its direct demand from the taxpayer via the enforcement route, under the responsibility of the competent department for Finance of the Xunta de Galicia.

The impact of the water canon may be subject to an economic-administrative claim before the corresponding body of the Autonomous Community of Galicia, within one month from the publication of the announcement in the BOP.

For the registered residents of Lobeira, the announcement sets two key dates: October 30 as the end of the voluntary payment period and the start of a fifteen-business-day period to review the register and file claims. Those who miss these deadlines will face surcharges and late-payment interest, in addition to the possible direct demand of the autonomous canon through executive proceedings.
