Environmental green light for the hybrid Martí project between Guimerà, Ciutadilla and Belltall.

The Department of Territory, Housing and Ecological Transition has made public the favourable environmental impact statement of the Martí hybrid project, which combines a 37.66 MW wind farm with a photovoltaic plant, batteries and underground medium-voltage lines between the municipal terms of Guimerà and Ciutadilla (Lleida) and Passanant and Belltall (Tarragona). The Resolution TER/2690/2026, of 28 July, signed by the Director General of Environmental Policies and Natural Environment, Marc Vilahur Chiaraviglio, is published in the Official Journal of the Government of Catalonia (DOGC) No. 9722, of 4 August 2026.
The environmental impact statement agreement was adopted on 19 February 2026 by the Renewable Energies Committee (PER), in accordance with Decree Law 16/2019, of 26 November, on urgent measures for the climate emergency and the promotion of renewable energies, and with Law 21/2013, of 9 December, on environmental assessment, which subjects the project to the ordinary procedure. The processing began in March 2024 and the promoter, Desarrollos Renovables RPG 16, SLU, completed the documentation in January 2025, within the framework of file FUE-2024-03650878 (OAA20240024). The environmental impact study (EIA) includes the inventories, plans and summary document required by the regulations.
A large-scale hybrid project on rural land
The Martí hybrid project brings together the following installations:
- A Martí wind farm (WF) with 6 wind turbines and a capacity of 37.66 MW, five units in the municipality of Guimerà and one in Passanant and Belltall, with unit capacities of 6.22 MW (five) and 8.8 MW (one), on land classified as rustic and agricultural use.
- The Espluga 1 photovoltaic solar plant (PV plant), in Guimerà, made up of 15,988 panels of 740 Wp, with an installed capacity of 10.56 MW and an area of 226,275.32 m².
- The BESS Espluga 1 storage installation, in Ciutadilla, with two battery containers of 1.5 MWh each (3 MWh in total, with 2 hours of autonomy).
- An underground medium-voltage line of 30 kV to the SET Ciutadilla 30/220 kV substation, largely shared with the Espluga 2 and Espluga 3 plants and the Gardeny and Sant Roc parks.
The EIA assesses four location alternatives for each element and identifies 28 potential impacts in the construction, operation and decommissioning phases, none of which is considered critical. The chosen alternative avoids habitats of community interest (HCI) in the location of the wind turbines and prioritises the use of existing roads.
Reports, allegations and environmental conditions
During the public information period, six objections were received, many from private individuals. The Ebro Hydrographic Confederation, the services of Agriculture, Roads and Urban Planning, and the Lleida Provincial Council reported favorably with conditions, while GEPEC - Ecologists of Catalonia and Union of Farmers of Catalonia spoke out against it. Naturgy warned that the wakes of the new wind turbines could reduce the output of the Les Forques wind farm by 0.8%.
The declaration imposes, among other conditions:
- Install automatic detection and shutdown sensors on the wind turbines to reduce bird mortality.
- Compensate for the impact on habitats of Community interest in a 1:3 ratio, with measures to be defined before the works.
- Place the panels 50 cm above the ground, reserve 5% of the surface area for biodiversity and conserve the natural vegetation on the margins.
- Comply with acoustic regulations, fixed red light lighting and fire prevention measures, and attend to the considerations of the Meteorological Service of Catalonia regarding the Creu del Vent radar.
Validity and monitoring
The environmental impact declaration loses its validity if execution of the project does not begin within four years of its publication in the DOGC. The promoter must apply an environmental monitoring program with monthly reports and constitute a joint monitoring committee with the environmental body, and any modification of the project will require the prior report of the General Directorate of Environmental Policies and Natural Environment. The agreement will be transferred to the Energy Section of the Territorial Services in Lleida so that interested parties may be notified.
The decision unblocks one of the major renewable energy projects planned in the Corb river valley, a territory where more than 90 wind turbines are already identified and where other parks under processing converge. For the residents of Guimerà, Ciutadilla and Passanant i Belltall, the declaration conditions the future of the landscape, of the agricultural land and of local biodiversity, and sets the pace of the energy transition in southern Lleida and northern Tarragona.
