Green light for the environmental impact of the agrovoltaic solar plant in Taradell

The Official Gazette of the Generalitat de Catalunya (DOGC) number 9747, dated September 8, 2026, publishes Resolution TER/3100/2026, dated August 31, which gives publicity to the Environmental Impact Report Agreement for the agrovoltaic solar plant project PSFV TARADELL, of 3,464 kWn, in the municipality of Taradell (Osona). The agreement, adopted by the Renewable Energy Panel in the session of May 7, 2026, determines that the project does not have to be submitted to an ordinary environmental impact assessment.

The resolution, signed by the Director General of Environmental Policies and Natural Environment, Marc Vilahur Chiaraviglio, is published with the official reference CVE-DOGC-A-26243002-2026 and file FUE-2024-03749082-OTAACC20240032. The project is promoted by the company LUXIDA SOLAR, SL.

An agrovoltaic project of 3.6 MWp

The photovoltaic plant, of 3,464 kWn and 3,628 kWp, will be located at polygon 6, plot 29 of Taradell, over an area of 6.2478 ha of herbaceous crops, without affecting forest or protected lands. Its main characteristics are:

• 5,760 photovoltaic modules of 630 Wp, distributed in 240 series of 24 modules.
• 10 inverters, a transformation center, a measurement center, and a medium voltage line.
• Perimeter fencing of 1,689 m with galvanized wire mesh coated in green PVC.
• Underground evacuation line of 180 m to the connection point of the 25 kV network of EDISTRIBUCIÓN Redes Digitales, SLU.

The area is located on non-urbanizable rural land of preventive protection, outside the PEIN spaces, the Natura 2000 network, and special natural protection areas, within landscape unit 17 Plana de Vic.

Consultations and environmental conditions

During the process, about twenty administrations and entities were consulted, including the Catalan Water Agency, the Taradell City Council, the Osona County Council, the Cartographic and Geological Institute of Catalonia, and the Forest Fire Prevention Service. The agreement incorporates a list of additional conditions, including:

• Providing panels with anti-reflective treatment to prevent collisions with avifauna.
• Installing nest boxes and shelters for bats and insects.
• Placing the perimeter fencing at a minimum of 15 m from the axis of the roads.
• Carrying out archaeological control of earthworks, given the proximity of the Castellets site.
• Maintaining sowings and plantations for a minimum of two years.

Agricultural impact and monitoring

The report quantifies the annual loss of barley production at 25.34 tons, and requires a DUN declaration to preserve 60% of the production. The promoter must submit semi-annual environmental monitoring reports during the first two years of operation and annual reports for the following three, in addition to a final report upon decommissioning.

The publication of the agreement represents a key step in the deployment of renewable energies in Catalonia, in a municipality classified as high risk for forest fires, and opens the door to the final authorization of the park by the Directorate General of Energy, which must notify the developer of the decision.
