Environmental green light for the Martí hybrid and three solar plants.

The Official Journal of the Government of Catalonia (DOGC) publishes this 4 August, in issue number 9722, the favourable environmental impact statement for the Martí hybrid project and three also favourable environmental impact reports for individual solar plants, all agreed by the Renewable Energy Committee in sessions on 19 February and 5 March 2026. The resolutions, signed on 28 July by the Director-General for Environmental Policies and Natural Environment, Marc Vilahur Chiaraviglio, emanate from the Department of Territory, Housing and Ecological Transition and are published in the announcements section.

The agreements are issued under Decree-Law 16/2019, of 26 November, on urgent measures for the climate emergency and the promotion of renewable energies, which assigns to the Renewable Energy Committee the environmental assessment of wind farms and photovoltaic plants. In the case of the three solar plants, the reports conclude that the projects need not be submitted to an ordinary environmental impact assessment because they do not generate significant adverse effects; the statement for the hybrid project, on the other hand, is favourable with conditions.

Green light for the Martí hybrid, between Urgell and Conca de Barberà

Resolution TER/2690/2026, of 28 July, makes public the environmental impact statement agreement for the Martí hybrid project, promoted by Desarrollos Renovables RPG 16, SLU (file no. FUE-2024-03650878 – OAA20240024), in the municipalities of Guimerà and Ciutadilla (Lleida) and Passanant i Belltall (Tarragona), between Urgell and Conca de Barberà. The project combines a wind farm, a photovoltaic plant and batteries connected by underground lines to the Ciutadilla 30/220 kV substation.

  • Martí wind farm: 6 wind turbines and 37.66 MW (5 units of 6.22 MW in Guimerà and 1 of 8.8 MW in Passanant i Belltall).
  • Espluga 1 photovoltaic plant: 15,988 panels of 740 Wp and 10.56 MW, with 226,275 m² occupied in Guimerà.
  • Espluga 1 batteries: two containers of 1.5 MWh (3 MWh in total, autonomy of 2 hours) in Ciutadilla.
  • Evacuation: 30 kV underground line to the Ciutadilla substation, largely shared with other projects.

The agreement, adopted on 19 February, considers the project viable provided that the preventive, corrective and compensatory measures are applied, including automatic shutdown sensors at the wind farm, compensation for habitats of community interest in a 1:3 ratio, and biodiversity reserves covering 5% of the surface area. The same document warns of the concentration of wind farms and solar plants in this corridor —with projects such as Sant Roc, Gardeny, Segarra Sud 1 and Segarra Sud 2 being processed— and of the cumulative effects arising from it.

Farga Solar, the largest plant, receives a favourable report

Resolution TER/2692/2026 makes public the environmental impact report for the photovoltaic plant Farga Solar, of 49.77 MW and 75,930 modules of 665 Wp, which will occupy 56.7 fenced hectares in three areas in Cabanelles, Crespià and Vilademuls. The 30 kV evacuation line, both overhead and underground, also crosses Esponellà, Fontcoberta and Sant Julià de Ramis up to the PROFAR 30/220 kV collector substation and, from there, to the La Farga 220 kV substation. The promoter is Capwatt Solar Esp 7, SL (file FUE-2023-03573955 – OTAAGI20240032) and the agreement is dated 19 February.

Piera and Alfés: two more plants, with compensation for the Bonelli’s eagle

In Anoia, Resolution TER/2713/2026 endorses the Can Mas plant, of 4.95 MWn, in the municipality of Piera, with 8,848 modules of 600 Wp on 5.27 fenced hectares; the buried 25 kV evacuation line also passes through Sant Llorenç d’Hortons, Sant Sadurní d’Anoia and Subirats. The promoter, Catalana de Renovables Zona Osona 1, SL (file FUE-2023-03659736 – OTAACC20240024), will have to present compensatory measures for the Bonelli’s eagle’s home range with a ratio of 1:3.

In Segrià, Resolution TER/2717/2026 gives the green light to the Abellar plant, of 4.80 MWp, promoted by Ríos Renovables, SLU in Alfés (file FUE-2023-03619003 – OTAALL20240073), with 7,260 modules and 7.52 hectares occupied, and an underground line shared with the El Pla plant up to the Albatàrrec substation. The same DOGC also publishes Resolution TER/2718/2026, which rectifies the environmental impact agreement for the El Pla plant —also in Alfés and by the same promoter— to adjust its compensation area from 10.6 to 8.9 hectares. In both cases, compensation is required for the impact on the habitat of the Bonelli’s eagle, an endangered species.

The five resolutions clarify the environmental procedure for up to five renewable installations and open the way for the prior administrative and construction authorizations that the territorial energy services must resolve. For the affected municipalities, from Urgell to Anoia through Segrià and the Girona counties, they confirm the pace of renewable deployment on agricultural land and protected habitats, which the Government conditions on corrective measures and biodiversity compensations.
