Llista provisional per a dos pisos de lloguer assequible a Castellnou de Seana

The City Council of Castellnou de Seana has made public the provisional list of persons admitted and excluded in the award process for two municipal dwellings intended for social policies under an affordable rental scheme. The list is approved by a mayoral resolution dated September 21, 2026, and is published in the Official Gazette of the Province of Lleida no. 197, dated October 15, 2026 (edict 8557, CVE BOP-2026_0_197_8557, pp. 1-3). In total, eight applications are admitted and fifteen are excluded.

The two dwellings subject to the procedure are located at number 1 Plaça Major in Castellnou de Seana, in the building known as the Pisos dels Mestres, specifically the second floor 1a and the second floor 2a. The resolution is signed by the mayor, Andreu Balagué Tiell, dated October 13, 2026, and is also published on the City Council’s electronic notice board.

The procedure is governed by the municipal regulatory bases, which establish the evaluation criteria for applications in Article 6. Once the period for allegations has passed and claims have been resolved, the final list will be approved and the applications will be evaluated according to these criteria.

Eight applications admitted

The provisional list of admitted persons, with the submission date of each application, is as follows:

  • Majda Loukili — 04/05/2026
  • Raja Adnan Hafeez Akhtar — 06/05/2026
  • Soulaiman El Jaouhari — 07/05/2026
  • Lluis Pera Gonzalez — 08/05/2026
  • Ousmane Fansou Badji — 11/05/2026
  • Keita Bourama — 18/05/2026
  • Fatima Bouhoukar — 19/05/2026
  • Jose Jesus Ventocilla Baldeon — 19/05/2026

These eight people meet the required requirements and will move to the evaluation phase if no claim is presented that alters the list.

Fifteen applications excluded

The list of excluded persons, along with the reason for exclusion, is as follows:

  • Omar Ayache (30/04/2026) — does not meet the minimum annual income requirement
  • Soumaya Belmamoun (06/05/2026) — does not meet the minimum annual income requirement
  • Luisa Muñoz Jorba (06/05/2026) — does not meet the minimum annual income requirement
  • Abdoulaye Diallo (07/05/2026) — missing the real estate certificate (Cadastre)
  • Maria del Tallat Mata Sarda (11/05/2026) — does not meet the requirement of not holding rights to a home
  • Manuel Caldera Nuñez (14/05/2026) — missing the tax return or the documentation to be provided
  • Lounes Boudjema (14/05/2026) — missing the tax return or the documentation to be provided
  • Mohamed Boukhalfa Boukhalfa (15/05/2026) — does not meet the minimum annual income requirement
  • Concepcion Garcia Castillo (18/05/2026) — does not meet the minimum annual income requirement
  • Gabriela del Rosario Rojo Olivares (19/05/2026) — missing the real estate certificate (Cadastre)
  • Alba Aragón López (19/05/2026) — voluntary withdrawal
  • Saida Driouach Kharbach (20/05/2026) — does not meet the minimum annual income requirement
  • Amadou Sangare (20/05/2026) — does not meet the minimum annual income requirement
  • Brehima Kante (20/05/2026) — does not meet the minimum annual income requirement
  • Juli Blazquez Arjo (20/05/2026) — missing the tax return or the documentation to be provided

The most repeated reason is not reaching the minimum annual income, which affects eight of the fifteen excluded people. Three more files are excluded due to the lack of a tax return, two for not providing the real estate certificate, one for failing to meet the requirement of not holding rights to a home, and one due to the voluntary withdrawal of the interested person.

Ten business days to appeal

The resolution opens a period of ten business days, counting from the day after the publication of the provisional list, for interested parties to submit allegations or claims. Allegations must be processed via a general application through the municipal electronic office of the Castellnou de Seana City Council.

Publication in the official bulletin and on the electronic notice board is the mechanism that gives validity and dissemination to the administrative act, such that the calculation of the deadline begins with this public dissemination.

The resolution directly affects the families applying for these two social housing units, who now know their provisional situation and have a limited margin to correct or challenge the decision before the final list is closed. For the rest of the residents, the document confirms the allocation rate of the municipal affordable rental housing stock and the volume of demand it supports: twenty-three applications for only two apartments.
