Lleida exposa el mur de contenció del Segre als Camps Elisis

The Lleida City Council has initially approved the Flood Containment Project for the Segre River in Lleida, Phase 1 Camps Elisis Wall, and has submitted it for public review for a period of 30 business days. The agreement was adopted by the Local Government Board in the session of September 24, 2026, and is published in edict 8365 of the Official Gazette of the Province of Lleida on October 8, 2026. The budget for the action amounts to 410,227.32 euros, VAT included.

The project, signed on August 28, 2026, by the head of the Public Works Service, Sergi Gimeno Aribau, responds to the need to contain the risk of flooding from the Segre River as it passes through the city. The processing is carried out under file OBR_OBE_2026_0024 and the official publication bears the reference CVE BOP-2026_0_192_8365, with an electronic signature date of October 5, 2026. The act bears the signature of the mayor, Fèlix Larrosa i Piqué.

The file reaches public review after two prior technical reports issued by municipal services, which the Local Government Board approved in the same agreement. This is a municipal public works action that directly affects the protection of the city against river floods.

Prior reports and initial approval

The Local Government Board approved two reports that support the processing of the project:

  • Approval report for the Flood Containment Project for the Segre River in Lleida, Phase 1 Camps Elisis Wall, issued on August 28, 2026, by the head of the Public Works Service.
  • Technical supervision pronouncement report, issued on September 4, 2026, by the technician of the Public Works and Mobility Service.

With these precedents, the council initially approved the project, signed on August 28, 2026, and agreed to submit it for public exhibition. The agreement also provides for communicating the decision to the promoting department for its knowledge and appropriate effects.

Deadlines, allegations, and final approval

The public review period is 30 business days and is conducted through two channels:

  • Publication of an announcement in the Official Gazette of the Province of Lleida.
  • Publication on the electronic notice board of the Lleida City Council.

During this period, any interested person may examine the project and formulate the allegations they deem appropriate. The project can be consulted at the Projects and Works link on the municipal website.

The agreement provides that, if no allegations or claims are presented, the project will be considered definitively approved, without prejudice to a Mayoral resolution declaring this circumstance. The edict also specifies that no type of appeal is applicable against this administrative procedural act, as it does not directly or indirectly decide the merits of the matter, does not make it impossible to continue the procedure, nor generates defenselessness or irreparable harm.

Figures of the action

The project budget is broken down as follows:

  • Amount excluding VAT: 339,030.84 euros.
  • VAT at 21%: 71,196.48 euros.
  • Total including VAT: 410,227.32 euros.

The action is part of Phase 1 of the retaining wall at Camps Elisis, the first stage of an intervention aimed at protecting the city against the flooding of the Segre.

Impact

The publication of the edict starts the countdown for the execution of a key infrastructure against flooding in Lleida. The 30-working-day deadline gives a voice to the citizens and affected groups before the project is definitively approved, and sets the pace for a work that must reduce the municipality’s exposure to the hydraulic risk of the Segre.
