Por FactBox Admin

The Local Governing Board of the Lleida City Council initially approved, in the session of October 22, 2026, the project for the excavation, restoration, and signage of the archaeological remains of the Cuirassa Park, in the city’s former Jewish Quarter, for a total amount of 250,000 euros including VAT. The agreement is published in the Official Gazette of the Province of Lleida (BOP) no. 208, of October 30, 2026, in edict 9052, pages 1 and 2, with the official reference CVE BOP-2026_0_208_9052 and within file OBR_OBE_2026_0029. The project is subject to public consultation for a period of 30 business days.
The published text literally collects the operative part of the agreement, which begins with the approval of the required preliminary reports. The same Local Governing Board validated two technical documents supporting the decision:
- The report of October 5, 2026, issued by the head of the Urban Planning Service.
- The technical supervision report of the project, signed on October 6, 2026, by the municipal architect.
The edict was electronically signed by the mayor, Fèlix Larrosa i Piqué, and is processed by the Contracting and Heritage Service of the Paeria, located at plaça Paeria, 11, Pal·las building.
A budget of 206,611 euros plus VAT
The project was signed, on October 2, 2026, by the municipal architect Francesc Coit Bonet and the municipal archaeologist Xavier Payà Mercè. The economic breakdown listed in the announcement is as follows:
- Execution budget: 206,611.57 euros.
- VAT at 21%: 43,388.43 euros.
- Total including VAT: 250,000.00 euros.
The actions are co-financed by the Generalitat de Catalunya through the Urban, Environmental and Social Recovery Fund for Neighborhoods and Towns of Special Attention 2025-2029. The project fulfills the recovery and adaptation action of the Cuirassa Park, former Jewish Quarter of Lleida, planned with code A.UR.5.3 within the Catalonia Neighborhoods and Towns Plan 2025-2029.
Thirty business days to submit allegations
The agreement subjects the project to public consultation for a period of 30 business days through the publication of an announcement in the Official Gazette of the Province of Lleida and on the electronic notice board of the Lleida City Council. During this period, any interested person may examine the document and formulate any allegations they deem appropriate; the project can also be consulted in the projects and works section of the municipal website.
If no allegation or claim is submitted, the project will be considered definitively approved, without prejudice to the Mayor’s Office having to issue a resolution declaring this circumstance. The edict specifies that no type of appeal is applicable against this administrative procedural act, as it does not decide the merits of the matter nor generate helplessness.
The framework of the Historic Center Neighborhoods Plan
The intervention is part of the municipal rehabilitation policy for the Historic Center, which the City Council coordinates through various instruments funded by the Generalitat and European funds. BOP no. 199, of October 19, 2026, published the creation of the Monitoring Commission for the Neighborhood Plans of Lleida through the Mayor’s decree DEC-10973-2026, of October 9, 2026.
This monitoring body, with informative and non-executive powers, is responsible for monitoring the Neighborhood Plan of the Historic Center, integrated within the Comprehensive Plan of the Historic Center, as well as the Integrated Action Plan with ERDF funds in the neighborhoods of Mariola, Instituts-Templers, Universitat, Rambla Ferran-Estació, and Príncep de Viana-Clot, and the Mariola urban improvement plan.
The restoration of the Jewish Quarter (Call Jueu) represents the enhancement of one of the most relevant heritage complexes in the old center of Lleida and arrives with funding already committed, which facilitates its execution. The project affects an urban space of reference for the city’s historical memory and will make the layout and remains of the ancient Jewish quarter visible to the citizens, a first-class cultural and tourist asset for the Historic Center.
