Lleida approves the rehabilitation of Gardeny Barracks 5 for 3.1 million

The Lleida City Council has initially approved the executive project for the rehabilitation works of the Gardeny barracks 5 building to convert it into a GEPA 2 facility, with a total budget of 3,097,124.18 euros. The agreement of the Local Government Board from September 24, 2026, is published in the Official Gazette of the Province of Lleida no. 192, dated October 8, 2026, under edict 8364 and official reference CVE BOP-2026_0_192_8364. The project is subject to a public information period of 30 business days.

The file, processed under number OBR_OBE_2026_0010, corresponds to phase 1 of the works and also includes Annex I to the technical report on fire prevention and safety. The edict is signed by the mayor, Fèlix Larrosa i Piqué, and is processed by the Contracting and Heritage Service of the Paeria, located at plaça Paeria, 11, Lleida.

Initial green light and economic scope

The Local Government Board initially approved the executive project and the fire safety annex, signed on July 29, 2026, by architects Rafael Tejada Ramírez and Miguel Angel Montserrat Ramírez, from the company DOPEC SL. The economic breakdown of the investment is as follows:

• Project amount: 2,559,606.76 euros.
• 21% VAT: 537,517.42 euros.
• Total including VAT: 3,097,124.18 euros.

This is the highest municipal investment in this edition of the gazette, positioning the operation as one of the council’s prominent heritage actions for this fiscal year.

Prior reports and technical supervision

Before the initial approval, the Local Government Board approved the mandatory reports endorsing the project:

• Technical supervision report issued on August 27, 2026, by Marta Buira Ferré, municipal architect and project supervisor.
• Executive project approval report issued on September 16, 2026, by the head of the Urban Planning Service.

The agreement also provides for communicating the resolution to the promoting department and the project supervisor so that they may take note and act accordingly.

Public information and final approval

The project is submitted for public information for 30 business days through the publication of an announcement in the Official Gazette of the Province of Lleida and on the electronic notice board of the Lleida City Council, so that any interested party may examine it and submit allegations. The documentation can be consulted at the Projects and Works link on the municipal website.

If no allegations or claims are presented, the project will be considered definitively approved, without prejudice to a Mayoral resolution expressly declaring this circumstance. The edict specifies that, as this is a procedural administrative act that does not decide the merits of the matter, no type of appeal may be filed.

The rehabilitation of barracks 5 of Gardeny is a key piece for the future of the Gardeny area and for the provision of public facilities in the city. With more than three million euros committed, the operation will have a direct impact on municipal heritage and on the offer of GEPA 2 facilities, and the public information period now opens the door for citizens and interested groups to present allegations before the approval becomes definitive.
