The Plenary of the Lleida City Council initially approved on October 30, 2026, the project for phase 2 of the improvement of the channeling of the Segre river between Camps Elisis and the Pont Vell, with a budget of 5,141,527.51 euros including VAT. The agreement, processed via an urgency procedure, is published in the Official Gazette of the Province of Lleida no. 210, of November 3, 2026 (CVE BOP-2026_0_210_9137), and opens a period of 15 business days to examine the work and present allegations.
The document is titled “Containment and flood prevention project of the Segre River in Lleida, Phase 2-Improvement of the channeling section Camps Elisis – Pont vell in Lleida” and is processed under file OBR_OBE_2026_0030. The project was signed on October 16, 2026, by the head of the Public Works Service, Sergi Gimeno Aribau, and the Plenary approves the two required reports: the technical supervision report, issued on October 19, 2026, by the project supervisor, and the approval report from the head of the Public Works Service, dated October 20, 2026.
The declaration of urgency is based on article 33.1 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, which shortens the ordinary processing deadlines.

Fifteen business days of public information
The agreement submits the project to public information with urgency processing for 15 business days, through an announcement in the Official Gazette of the Province of Lleida and on the electronic notice board of the Lleida City Council, so that any interested party may examine it and formulate allegations. The project can also be consulted in the projects and works section of the municipal website.
The Plenary anticipates that the project will be definitively approved if no allegations or claims are presented, without prejudice to a Mayoral resolution declaring this circumstance. The edict is signed by the mayor, Fèlix Larrosa i Piqué, and warns that since the agreement is a procedural act, no type of appeal is applicable.
Background: phase 1 of the Camp Elisis wall
Phase 2 arrives after the Local Governing Board initially approved, on September 24, 2026, the “Flood containment project of the Segre river in Lleida, Phase 1 Camp Elisis Wall”, with a budget of 410,227.32 euros including VAT (339,030.84 euros plus 71,196.48 euros in VAT). That agreement, processed through ordinary channels, was published in the Official Gazette of the Province of Lleida no. 192, of October 8, 2026 (CVE BOP-2026_0_192_8365), under file OBR_OBE_2026_0024, with 30 business days of public information.
The new phase multiplies the investment of the first by more than twelve and concentrates the effort on the most central stretch of the river. For the residents of the affected neighborhoods, the work is the main piece of the protection system against the floods of the Segre and arrives with European funding and an accelerated schedule, such that the project could be definitively approved in a few weeks if the public information does not generate allegations.
