Lleida aprova inicialment la nova deixalleria per 2,65 milions d'euros

The Plenary of the Lleida City Council, in its session on October 30, 2026, initially approved the executive project for the construction of the city’s new waste collection center, with a budget of 2,193,448.40 euros plus 460,624.16 euros in VAT, for a total of 2,654,072.58 euros. The agreement is published in the initial approval edict of the Official Gazette of the Province of Lleida no. 210, dated November 3, 2026, with the official reference CVE BOP-2026_0_210_9138 and file OBR_OBE_2026_0023. The project is now open for public inspection for 15 business days so that any interested party may examine it and submit objections.

Urgent processing and prior reports

The approval comes after the Plenary also declared the processing as urgent, relying on article 33.1 of Law 39/2015, of October 1, on the common administrative procedure of public administrations. Prior to the agreement, the council approved three technical reports on the project:

  • Project supervisor’s report, issued on September 8, 2026, regarding technical supervision.
  • Sufficiency and suitability report, issued on September 18, 2026, by the engineer of the Licensing and Urban Planning and Activity Inspection Service.
  • Executive project approval report, issued on October 7, 2026, by the head of the Urban Services Service.

The technical document was signed on September 4, 2026, by architect Laura Fortuny Farrús, head of the Urban Planning Service, and by civil engineer Jordi Domingo Masanés, head of the Urban Services Service.

Public information and objections

The project will be submitted for public information with urgent processing for a period of 15 business days, through the publication of the announcement in the Official Gazette of the Province of Lleida and on the electronic notice board of the Lleida City Council. The objective is to allow the document to be examined and objections to be presented, if applicable. The council enables the consultation of the project through the Projects and Works section of the municipal website.

Once the exhibition period is closed, the project will be considered definitively approved if no objection or claim is presented, without prejudice to the requirement of a Mayoral resolution declaring this circumstance.

Impact on adjacent owners

In accordance with article 57.2 of Law 20/2009, of December 4, on the environmental prevention and control of activities, the agreement will be individually notified to the owners of the plots adjacent to the activity, within the framework of the neighborhood information process. According to the edict, the affected parties are:

  • Cadastral reference 5296403CG0059E: TAISA SUPPLY CHAIN, SL.
  • Cadastral reference 5296411CG0059E: TAISA SUPPLY CHAIN, SL.

The agreement will also be communicated to the department promoting the project for its knowledge and effects.

A procedural act without appeal

The edict specifies that against this agreement, as a procedural administrative act, no type of appeal may be filed, given that it does not decide the merits of the matter directly or indirectly, does not make it impossible to continue the procedure, nor produces defenselessness or irreparable harm to legitimate rights and interests. The text appears signed by the mayor, Fèlix Larrosa i Piqué, with an electronic signature date of October 30, 2026.

The new waste collection center is one of the most relevant municipal investments of the year for the waste collection and treatment service. With the executive project approved and the public information process underway, the city sets the calendar to tender and execute an infrastructure that directly affects the service users and the owners of nearby plots, who have 15 business days to submit allegations.
