Por FactBox Admin

The Lleida City Council has initially approved the project for the supply of reclaimed water from the Lleida WWTP (Waste Water Treatment Plant) to the city center for municipal uses, with a construction budget for administrative knowledge of 500,545.60 euros, VAT not included. The agreement was adopted by mayoral decree on September 23, 2026, and is published in the Official Gazette of the Province of Lleida no. 188, of October 2, 2026, under the official reference BOP-2026_0_188_8158. The document corresponds to file C92127 and bears the signature of the mayor, Fèlix Larrosa i Piqué.
Initial approval and public information
The initial approval edict establishes that the project is subject to public information for a period of 30 business days. The publication is made through an announcement in the Official Gazette of the Province of Lleida and on the electronic notice board of the Lleida City Council, so that any interested party may examine the file and submit allegations, if applicable.
The text of the project can be consulted through the Projects and Works section of the municipal electronic office. The agreement also provides for communicating the resolution to the promoting department and the project supervisor for their knowledge and appropriate effects.
Budget and scope of the work
The intervention consists of the supply of reclaimed water from the Lleida WWTP to the city center, intended for municipal uses. The key figures of the agreement are:
- Construction budget for administrative knowledge: 500,545.60 euros, VAT not included.
- Public information period: 30 business days.
- Municipal file: C92127.
- Processing body: Contracting and Heritage Service, located at Plaça Paeria, 11, Pal·les Building (1st floor), 25007 Lleida.
Effects of the agreement and appeals regime
The initial approval means that the project will be considered definitively approved if no allegations or claims are presented, without prejudice to the Mayor’s Office issuing a resolution declaring this circumstance. It is, therefore, a procedural administrative act that does not directly or indirectly decide the merits of the matter.
No type of appeal may be filed against this act, according to the appeals clause included in the edict, as it does not determine the impossibility of continuing the procedure nor does it produce defenselessness or irreparable harm to legitimate rights and interests.
The publication of the agreement opens the period during which citizens and entities can review the project and submit amendments. For the city, the initiative represents progress in the use of reclaimed water for municipal services, a path that reduces pressure on conventional water resources and now awaits the result of the public information process to become definitive.
