Llanes abre información pública a la concesión ORA y autocaravanas

The Llanes City Council has initially approved the feasibility study that constitutes the preparatory act for the concession contract for the regulated parking service of the council, which covers both the organization and regulation of parking on public roads (ORA) and motorhome parking. The agreement, adopted by the Local Government Board in an extraordinary session held on August 31, 2026, was made public via an announcement in the Official Gazette of the Principality of Asturias (no. 174, of September 9, 2026), with official reference 2026-07353.

The decision represents a preliminary step toward the future tender of a service that directly affects drivers and tourism in the council, one of the most visited coastal destinations in Asturias. The feasibility study is now subject to public consultation so that interested parties may submit allegations before the file continues its processing.

One month of public exhibition

The public exhibition will last for one month, counted from the day following the publication of the announcement in the official gazette, in accordance with article 247.3 of Law 9/2017, of November 8, on Public Sector Contracts. During this period, the feasibility study will be available for consultation through two channels:

  • The Public Sector Procurement Platform, where the complete document will be inserted.
  • The municipal notice board, available to residents and interested parties.

Any allegations submitted will be evaluated within the framework of the procedure. If no claims or allegations are registered, the study will be understood as definitively approved, as stated in the announcement itself.

A key service for the council

The concession combines two distinct but complementary management areas. On one hand, the organization and regulation of parking on public roads (ORA) seeks to organize parking in the municipality’s highest-traffic areas. On the other, motorhome parking responds to the growing demand for itinerant tourism, a segment with a strong presence on the Asturian coast.

The agreement was signed in Llanes on September 1, 2026, by the Councilor for Urban Planning, Heritage, and Procurement, the body driving the processing of the file. The initial approval of the feasibility study is the first formal milestone of a process that will predictably culminate in the tender and award of the service through a concession contract.

Relevance for residents and tourism

The implementation of this concession will have a direct impact on mobility and parking in Llanes, for both residents and visitors. The regulation of on-street parking and the designation of spaces for motorhomes will shape the experience of those traveling to the council, especially during high season. Citizen participation during the public information month will allow interested parties to provide suggestions before the file is closed.
