Liri puts the lease of its mountain shelter out to tender

The Liri Minor Local Entity has announced a public tender for the lease of the Hostel property, located at Plaza de la Escuela, 1, intended for use as a hostel with meal and bar services. The tender is published in the Official Gazette of the Province of Huesca, number 167, dated September 2, 2026, and stems from the agreement adopted by the Liri Neighborhood Board on August 27.

The contract, processed via public tender, offers a hospitality opportunity in the heart of the Aragonese Pyrenees, with a base tender price of 4,800 euros plus VAT and an execution period of two years, extendable for another two up to a maximum of four.

Object and conditions of the lease

The asset subject to the contract is the municipal hostel of Liri, which must be operated as accommodation with meal and bar services. The contracting entity is the Liri Minor Local Entity itself, and the process is carried out through a public tender procedure.

  • Execution period: two years, with the possibility of extension for another two up to a maximum of four.
  • Base tender amount: 4,800 euros plus VAT.
  • Contractor requirements: economic and financial solvency, as well as technical and professional solvency.
  • Place of submission: Secretariat of the Liri Minor Local Entity, at the offices of the Castejón de Sos City Council, avenida El Ral, 41.

Award criteria

The evaluation of offers is divided into two blocks of up to 50 points each. Criterion A corresponds to automatically quantifiable criteria, where the offered price is scored up to a maximum of 50 points, with the highest score awarded to the most economically advantageous offer and the remainder distributed proportionally downwards from the tender price.

Criterion B groups criteria that depend on a value judgment, also up to 50 points:

  • Service provision project (up to 25 points): organization and method of providing the service, means and schedules (15 points), and complementary activities related to the mountain environment (10 points).
  • Staff training, experience, and collaboration (up to 25 points): training and experience in hospitality, catering, food legislation, and languages (15 points), previous experience at a rate of two points per year of management (5 points), and participation in Entity activities (5 points).

Deadlines and opening of offers

Bids or requests for participation may be submitted within fifteen business days starting from the day following the publication of the announcement in the Official Gazette of the Province of Huesca. The opening of envelope “A” will take place on the business day following the end of the submission period, and up to three days may be granted to correct errors in the documentation; the opening of envelope “B” will be carried out in a public act, on a date set by a Mayoral resolution to be published on the notice board.

The announcement appears signed in Liri on August 31, 2026, by the village mayor, José Antonio Mur Vidaller.

The tender for the Liri hostel represents an opportunity to boost mountain tourism in the area by placing a hospitality facility in the Huesca Pyrenees in the hands of a private manager. With a term extendable up to four years and criteria that reward price as well as project quality and experience, the call seeks to guarantee a stable accommodation and catering service that strengthens the tourist offer of the region.
