Linares de Mora opens public information for the Cueva Mona Via Ferrata

The Linares de Mora City Council has initially approved the special authorization file for constructions on non-developable land for the installation and expansion of the “Cueva Mona” Via Ferrata, an active tourism facility. The decision was adopted by Mayoral Resolution on September 10, 2026, and is published in the Official Gazette of the Province of Teruel, number 176, dated September 15, 2026, under reference 2026-2652.

The project is located on the Paraje de la Cueva Mona estate, Polygon 17, Plot 203, named “PENA CAGADA Y CUESTA,” approximately 1.5 kilometers from the urban center of Linares de Mora (Teruel). Access will be via the A-1701 road and the Camino de Castelvispal.

A project on protected land

The plot is classified as special non-developable land and is included in the SCI/SAC ES2420126 “Maestrazgo y Sierra de Gúdar” area, part of the Natura 2000 Network. This circumstance conditions the processing, which requires special authorization as it involves an action on non-developable land within a European environmental protection network area.

The objective of the file includes several actions on the terrain:

• Execution and expansion of the “Cueva Mona” Via Ferrata.
• Expansion of the equipped route.
• Adaptation of the access and return trails.
• Signposting of the itinerary.

Hearing process and public information

The announcement calls for a hearing and public information process for a period of 20 days, so that those who may be interested parties can appear and submit any allegations, suggestions, or claims they deem appropriate. The file will be available to interested parties on the City Council’s electronic headquarters (linaresdemora.sedelectronica.es).

The announcement itself will serve as notification to interested parties in the event that personal notification of the granting of the hearing process cannot be carried out. The processing is framed within the regulations for special authorization of constructions on non-developable land, which requires this type of public procedure before the final resolution.

Relevance for the territory

The opening of this process represents a decisive step in consolidating the “Cueva Mona” Via Ferrata as an active tourism resource in the Teruel Maestrazgo, a region that bets on mountain sports as a driver for rural development. At the same time, as it is developed on non-developable land within the Natura 2000 Network, the project must reconcile the tourism boost with environmental protection and any neighborhood allegations that may be presented during the public information period.
