Linares approves 140,000 euros in job creation grants

The Linares City Council has approved the regulatory bases and the call for the ACE2026 Employment Creation Grants Program, endowed with 140,000 euros, to incentivize hiring and its continuity in the municipality. The agreement is published in the Official Gazette of the Province of Jaén number 185, dated September 23, 2026, with reference 2026/4421 and file ACE 8600/2026. Applications may be submitted for 90 calendar days starting from the day following publication.

The Plenary of the Linares City Council approved the bases and the call in a session held on June 18, 2026, and the announcement was signed in Linares on August 4, 2026, by the councilor-delegate for Industry, Business, Employment, University, Procurement, Freelancers, and Entrepreneurs, Raúl Caro-Accino Menéndez. The measure is part of the Economic Development and Entrepreneurship Promotion Plan (PLADEF), whose validity was extended until December 31, 2027, by plenary agreement on December 15, 2023.

The call is processed under a non-competitive concurrence regime, in accordance with article 22.2.c of the General Subsidies Law 38/2003, of November 17, and is financed through budget item 11.24100.47000 Employment Plan, with obligation recognition RC 202600030812. The initial credit of 140,000 euros may be increased if budget availability exists before the granting is resolved.

Grant Amounts and Modality

• 3,000 euros for each full-time contract and 1,500 euros for each part-time contract.
• Additional amount of 1,000 euros (full-time) and 500 euros (part-time) for projects that install and create employment in the Santana Business Park.
• Maximum cap of 45,000 euros per company, equivalent to 15 full-time positions, which increases to 60,000 euros in the case of projects in the Santana Business Park.
• The grant is awarded as a lump sum and is compatible with other public or private aid for the same purpose.
• Beneficiaries may request an advance of up to 50% of the granted amount, subject to the establishment of a guarantee.

Who Can Apply

Beneficiaries may include already established companies or those in the process of being established, self-employed workers who create employment other than their own, and non-profit entities that carry out economic activity in Linares. An operational establishment in the municipality is required, and hiring must take place within the enabled period, with a minimum maintenance of twelve months.

Activities from the industrial sector, the technological sector, and innovative service sector activities are considered eligible for incentives, as well as priority sectors defined in accordance with Decree 95/2021, of February 23, regarding the delegation of powers to the Linares City Council for the management of the Santana Business Park (BOJA number 39, of February 26, 2021).

Excluded, among others, are self-employment of freelancers, working partners of cooperatives and labor societies, joint ventures and civil societies, non-profit entities without economic activity, special employment centers, and commercial, financial, insurance, and business management consultancy activities.

Deadlines, criteria, and processing

The submission period is 90 calendar days from the day following the publication in the bulletin, and only one application per company is permitted. Contracts must be formalized starting from the aid application and maintained for at least twelve months; the replacement of a hired person due to resignation or termination must be carried out within a maximum period of one month and without generating a new incentive.

Applications will be resolved in strict order of date and time of submission, until the funds are exhausted. In the event of a tie, priority will be given to projects by young people under 30 years of age and, among them, those submitted by female entrepreneurs; if the tie persists, a draw will be held before the general secretary of the corporation.

Submission is carried out exclusively through the electronic office of the Linares City Council, using the standardized forms in Annexes I, II, and III. The Municipal Plenary approves the guidelines, the Local Government Board grants the subsidies, and the processing corresponds to the delegate for Industry, Business, Employment, University, Procurement, Freelancers, and Entrepreneurs, with a prior evaluation by the Department of Local Promotion and Economic Development. The call will be resolved in 2026, within a maximum period of three months from the closing of applications, with negative administrative silence.

Impact for the municipality

Linares, the most populous municipality in the province of Jaén, thus activates a line of subsidies directly linked to the salary cost of new hires, with special attention to small and medium-sized enterprises and projects established in the Santana Business Park. The program seeks to increase the net number of jobs relative to the average of the six months prior to the application and consolidate the employment created for at least one year, with full reimbursement of the aid if it is not maintained.
