Liepāja City Council Amends Rules on Student Meal Fee Reliefs

Por FactBox Admin

The Liepāja City Council has adopted amendments to its binding regulations governing reliefs on the meal fee charged to learners, a decision published in the official gazette Latvijas Vēstnesis (No. 162, 25 August 2026). The changes are set out in the council’s binding regulations No. 16, which amend the earlier municipal rules of 18 April 2024.

The measure is a local decision of direct relevance to families with school-age children in the city, adjusting the conditions under which pupils and students can benefit from reduced or waived meal charges in municipal educational institutions.

What the amendments change

The new regulations amend the “Liepājas valstspilsētas pašvaldības izglītojamo ēdināšanas maksas atvieglojumu saistošie noteikumi” (binding regulations on reliefs for the meal fee of learners of the Liepāja state city municipality), originally adopted on 18 April 2024. The amendments update the framework that determines who qualifies for meal-fee relief and under what terms.

  • The issuing body is the Liepāja City Council.
  • The amending instrument is the council’s binding regulations No. 16.
  • The base norm being amended is the municipal binding regulations of 18 April 2024, also numbered No. 16.

As a binding local regulation, the decision takes effect through the official publication channel for Latvian municipal legislation. It appears in the “PAŠVALDĪBAS” (municipalities) section of the gazette, alongside other municipal decisions published in the same issue.

The gazette issue of 25 August 2026 also carries other municipal and institutional acts, including price lists for public paid services of the Rīgas Tehniskā koledža and the Mākslu izglītības kompetences centrs “Rīgas Dizaina un mākslas vidusskola”, as well as several laws adopted by the Saeima.

Impact for families

For Liepāja families, the amendments matter because they govern the practical conditions of school catering costs. The relief scheme is designed to ease the financial burden of meal fees for learners, and any change to eligibility or scope can affect household budgets across the city’s educational institutions.

Because the full text of the amended provisions is published in the official gazette, parents and guardians can consult the updated rules to verify the current conditions for applying for relief. The decision reflects the municipality’s ongoing adjustment of its social support measures for education.
