International tender for the ReCoBa system financed by BCIE with 25 million

The National Directorate for Migration (DNM), a decentralized agency operating under the purview of the Ministry of National Security, authorized the call for International Public Tender No. 1-LPI/2026 for the acquisition of a Comprehensive Management System for the Bank Collection and Reconciliation (ReCoBa) system. The measure was formalized through Provision DI-2026-907-APN-DNM#MSG, signed on August 12, 2026 in Buenos Aires and published this August 14 in the Official Gazette of the Argentine Republic. The call will be financed with resources from the Central American Bank for Economic Integration (CABEI) for up to USD 25 million.

The tender is part of the Technological Strengthening Program of the National Registry of Persons and the National Directorate for Migration, financed with Loan No. 2314 from CABEI, for an amount of up to 25 million US dollars. CABEI’s Board of Directors authorized the operation through Resolution DI-168/2022 of November 7, 2022; the National Executive Branch approved the contract model on April 20, 2023, and the document was signed on May 4 and 9, 2023. The procedure is governed by the Policy for the Procurement of Goods, Works, Services and Consulting with CABEI Resources and its implementing regulations: Provision DI-52/2020 and Resolution PRE-140/2022.

Purpose and modality of the tender

The purpose of the call is the development, implementation, information migration and post-production support of the ReCoBa system, which will allow the DNM to manage in an integrated manner its collection and bank reconciliation processes and activities. The process is conducted as an International Public Tender, multi-stage, two-envelope modality, under CABEI’s procurement regime:

  • File: EX-2026-50794302-APN-DCPYS#DNM.
  • Standard Base Document: PLIEG-2026-77784238-APN-DCPYS#DNM, approved and forming an integral part of the call.
  • Executive Committee: composed of the officials designated in Annex I (DI-2026-53543474-APN-DCPYS#DNM), in accordance with Article 22 of Provision DI-52/2020 and Article 56 of CABEI Resolution PRE-140/2022.

Background of the procedure

The project has accumulated several milestones prior to the call:

  • The Note NO-2022-69978567-APN-MI of July 8, 2022 requested the prioritization of financing, and the Ministry of Economy issued a favorable opinion through Note NO-2022-101714471-APN-MEC of September 25, 2022.
  • BCIE communicated its non-objection to the General Procurement Plan (PGA) on August 23, 2024, and to its amendment on January 24, 2026 (Document BCIE-GERARPSD0008-2026).
  • The National Information Technology Office (ONTI) issued Technical Opinion IF-2025-80132187-APN-ONTI#JGM of July 23, 2025, whose observations were addressed by the General Directorate of Systems and Information Technologies.
  • The Budget Department confirmed the existence of sufficient credit through Order PV-2026-51925327-APN-DC#DNM of May 26, 2026.

Publication and scope

The call for proposals will be published on the website www.comprar.gob.ar (COMPR.AR) and will be communicated to the embassies or consulates of BCIE partner countries with representation in the Argentine Republic. The expenditure will be charged to the corresponding specific budget line. The measure bears the signature of the National Director, Sebastian Pablo Seoane, and was published in the edition of the Official Gazette of August 14, 2026 (e. 14/08/2026 No. 56882/26).

The call opens a concrete opportunity for technology suppliers, domestic and international: as it is financed by a multilateral loan, it does not commit the agency’s ordinary budget and allows undertaking a comprehensive software development with deadlines and standards defined by BCIE. For citizens, the modernization promises faster and safer immigration procedures, with integrated information and fewer errors in collection management.
