Libros approves the fee for visiting the Sulfur Mines

The Libros City Council has definitively approved Fiscal Ordinance No. 21, which regulates the fee for the provision of guided tourist visit services to the Sulfur Mines Exhibition Center, in the municipality of Libros (Teruel). The regulation, published in the Official Gazette of the Province of Teruel on August 19, 2026 (number 157, document 2026-2463), sets the general admission at 15 euros and the reduced admission at 12 euros.

The Sulfur Mines exhibition center is a site of historical, cultural, patrimonial, and tourist interest owned by the council itself. With this ordinance, the City Council seeks to enhance the value of the heritage, promote its knowledge and conservation, and facilitate its enjoyment for both citizens and visitors, covering the costs of maintenance, signage, security, and the staff in charge of the visits.

Approval and legal basis

The ordinance was initially approved by the Plenary of the Libros City Council in a session on June 17, 2026, submitted for public information and hearing for interested parties without any allegations being presented, and definitively approved by agreement on July 7, 2026. It will enter into force once published in full in the official gazette and after the legally established period has elapsed.

The fee is based on articles 133.2 and 142 of the Spanish Constitution, article 106 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and article 20.4.w) of the Recast Text of the Law Regulating Local Treasuries (Legislative Royal Decree 2/2004, of March 5).

Access rates

Article 7 of the ordinance establishes the following rates for ticket sales:

• General admission: €15.00
• Reduced admission (Youth Card, retirees, and students): €12.00
• Children over 8 and up to 16 years old: €12.00
• Children up to 8 years old, inclusive: free
• School group (minimum 12 people): €10.00 per person
• Organized group (minimum 12 people): €10.00 per person

The right to the reduced rate must be proven at the time of purchasing the ticket by means of a valid Youth Card, a document proving retiree or pensioner status, or a student document. If not proven, the general rate will apply. The ordinance also provides for the sale of souvenirs, such as minerals, geodes, jewelry, and gifts, with prices ranging from 1 to 25 euros.

Visit and reservation regime

Visits will generally be guided and under the direction of personnel designated by the City Council, which may modify the route for reasons of conservation, security, or public interest. The fee is accrued at the moment the visit is requested or reserved, and payment must be made prior to access. Visits by school and organized groups must be reserved in advance, indicating the person responsible, number of visitors, date and time, contact details, and type of group.

The ordinance also regulates the rules of behavior and heritage protection, prohibiting the extraction of minerals, the alteration of historical elements, or access to restricted areas, and establishes liability for damages. When a visit cannot be carried out for reasons attributable to the City Council, the amount paid will be refunded or a change of date will be offered.
