220 kV Vigo-Mos-O Porriño Line: public information and expropriations

The Territorial Department of Pontevedra of the Ministry of Economy and Industry submits for public information the environmental impact study and the request for administrative authorization and declaration of public utility, specifically, and urgent occupation of the electrical installations that Red Eléctrica de España, S.A.U. projects in the municipalities of Vigo, Mos, and O Porriño. This is set out in the agreement of July 16, 2026, signed by the territorial director Beatriz López del Olmo, published in the Official Gazette of Galicia number 169, of September 7, 2026, page 48191.

The processing affects two files: IN407A 2025/273-4, corresponding to the 220 kV double-circuit E/S overhead-underground electrical energy transmission line at the Bateas substation of the Atios-Pazos de Borbén line, and IN407A 2025/274-4, relating to the new Bateas 220 kV substation. The procedure is based on Law 24/2013, of December 26, of the electricity sector, on Title VII of Royal Decree 1955/2000, of December 1, and on Law 21/2013, of December 9, on environmental assessment.

Technical characteristics of the line

The high-voltage line, double-circuit at 220 kV, has a total length of 21.433 kilometers, originating at the future Bateas substation, in Vigo, and ending at the Atios-Pazos de Borbén line, in the municipality of O Porriño. It is divided into an aerial part and an underground part:

  • Aerial part (8.473 km), in two sections: Section I, of 1.899 km, runs entirely through O Porriño; Section II, of 6.574 km, through the territories of Mos and Vigo.
  • Underground part (12.970 km), also in two sections: Section I, of 4.250 km, between supports T-7N and T-8N; Section II, of 8.720 km, from support T-31N to the Bateas substation.

The new Bateas 220 kV substation will have 5 positions (Atios 1, Pazos de Borbén 1, Coupling, Consumption 1, and Consumption 2), Gis shielded technology, double busbar configuration, short-circuit current of 50 kA, and nominal voltage of 220 kV (higher for the material, 245 kV).

Environmental assessment and competent bodies

Both projects are subject to ordinary environmental impact assessment, according to article 7.1.a) of Law 21/2013. The competent environmental body to issue the environmental impact statement is the General Directorate of Environmental Quality and Sustainability of the Ministry of Environment and Climate Change, while the project authorization corresponds to the General Directorate of Energy Planning and Mines of the Ministry of Economy and Industry. In accordance with article 53.1.a) of Law 24/2013, the prior administrative and construction authorization and the environmental impact assessment are processed jointly.

Deadline for allegations and consultation

The documentation, including the specific and individualized list of assets and rights to be expropriated, is available to the public for thirty business days starting from the day following the publication of the announcement. It can be consulted at the Energy Section of the Territorial Department of Pontevedra, in the Campolongo Administrative Building, avenida María Victoria Moreno, 43, in Pontevedra, from 9:00 to 14:00 hours, by appointment via telephone at 986 80 52 37, as well as on the department’s portal. The documentation has also been sent to the affected city councils.

During the public information period, any person may submit allegations, especially to rectify possible errors in the list of persons or in relation to article 161 of Royal Decree 1955/2000, which prohibits the imposition of easements on buildings, courtyards, yards, gardens, and orchards attached to the dwelling, provided that the extension of these is less than 5,000 square meters.

The infrastructure will reinforce the electrical transport capacity in the metropolitan area of Vigo, one of the areas of highest demand in Galicia, but involves the expropriation of numerous private and communal plots in the three municipalities, for which the allegations period will be key for those affected.
