Les Garrigues submits the creation of the itinerant socio-educational service for public consultation

The Consell Comarcal de les Garrigues (Garrigues County Council) has opened for public consultation the file for the creation of the itinerant socio-educational intervention service (SISI) for the region. The agreement was adopted by the corporation’s plenary session in an ordinary meeting on October 8, 2026, and the announcement was published in the Official Gazette of the Province of Lleida no. 200, dated October 20, 2026, with the official reference BOP-2026_0_200_8600 (p. 1).

The file submitted for public exhibition consists of two documents: the justifying report and the project for the creation of the service. At this stage, the announcement does not detail the number of professionals, the budget, or the implementation schedule, but instead refers to the full content of the file, where these determinations are listed.

Thirty business days to submit allegations

The public consultation period is thirty business days, counted from the final publication of the announcement in the Official Gazette of the Province of Lleida. During this period, any interested person may examine the file and submit any allegations or suggestions they deem appropriate.

Allegations must be presented to the Consell Comarcal de les Garrigues within this period, through any of the means provided for by:

• Law 39/2015, of October 1, on the common administrative procedure of public administrations.
• Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia.

In-person and electronic consultation

The file can be consulted at the General Secretariat of the corporation, at Francesc Macià Avenue, 54, in Les Borges Blanques, from Monday to Friday, between 9:00 AM and 2:00 PM, throughout the public consultation period.

Likewise, the content of the file is available online through the county council’s electronic platform at the address https://ccgarrigues.eadministracio.cat/board. The announcement was electronically signed on October 14, 2026, and is signed by the president of the corporation, Antoni Josep Villas Miranda.

A plenary session with other significant agreements

The ordinary session of October 8, 2026, did not only consider the SISI file. In the same meeting, the plenary definitively approved the Territorial Strategic Plan of les Garrigues 2025-2030. Les Garrigues making its way, incorporating the allegations submitted by the City Council of Les Borges Blanques, according to the announcement published in BOP no. 199, dated October 19, 2026 (reference BOP-2026_0_199_8568).

The plenary also agreed to delegate powers to the president, including those relating to the file for the modification of the contract for the school canteen service of the public centers in the region, according to the edict published in the same BOP no. 200 of this October 20 (reference BOP-2026_0_200_8719).

The creation of the SISI arrives, therefore, at a moment of planned deployment of regional policies: the approved strategic plan sets the roadmap for the region until 2030, and the new socio-educational service must fit in as its own resource.

Impact for the families of the region

The creation of an itinerant socio-educational intervention service responds to the reality of a territory of small and dispersed municipalities, where specialized care for families and minors often has to travel to the centers where the users are located. The itinerant nature of the service aims precisely to cover this territorial dispersion with a resource that reaches the entire regional area.

For the residents of Les Garrigues, the open procedure is the last opportunity to comment on the design of the service before the file is resolved: the contributions submitted during the thirty business days may modify the creation project. Once the public information period is closed, the plenary session will have to resolve the allegations and definitively approve the creation of the SISI.
