Les Borges Blanques appoints an interim officer to reinforce the local police force
Por FactBox Admin

The City Council of les Borges Blanques has appointed Eloy González Julian as an officer of the Local Police force as an interim civil servant, through Mayoral Decree 2026-0941, dated October 23, 2026. The appointment is published in the Official Gazette of the Province of Lleida no. 211, dated November 4, 2026, with edict number 9044 and official reference BOP-2026_0_211_9044. The measure aims to cover the staffing needs existing within the municipality’s local police force.
The published text, electronically signed by Mayor Josep Ramon Farran Belart on October 27, 2026, falls within the framework of local public service regulations. Specifically, it is made public in accordance with articles 55.f) and 94.3 of Decree 214/1990, which approves the Personnel Regulations for local entities, and articles 53.1.i and 291.3 of Legislative Decree 2/2003, of April 28, which approves the Revised Text of the Municipal and Local Regime Law of Catalonia.
An interim appointment linked to a vacant position
The appointment does not respond to a temporary transitional substitution, but rather to the filling of a structural vacancy in the police staff. The decree frames it under article 10.1.a of the TREBEP and assigns it to the position identified as F21, within the category of local police officer, group C1.
The conditions set in the decree are as follows:
- Full name: Eloy González Julian, with the DNI partially hidden in the published text.
- Type of appointment: interim to fill a vacant position (art. 10.1.a of the TREBEP), position F21.
- Category: local police officer, group C1.
- Duration: from October 26, 2026, until the position is filled by a career civil servant or is abolished, for a maximum of three years, under the terms of article 10.4 of the TREBEP.
- Working hours: 100% of the ordinary working day.
Remuneration of 2,451.43 euros per month
The decree also details the economic component of the position, which stands at 2,451.43 gross euros per month, excluding the proportional part of any corresponding extraordinary payment. The breakdown is as follows:
- Base salary: 900.63 €.
- Destination supplement: 550.01 €.
- Specific supplement: 1,000.79 €.
This remunerative structure is identical to that of the other interim appointment published by the same council this same week, a fact indicating that both positions share the same classification and level.
Two police reinforcements in one week
The publication on November 4 arrives just one day after a practically identical announcement. The Official Gazette of the Province of Lleida no. 210, of November 3, 2026 (edict 9148, reference BOP-2026_0_210_9148), contained the Mayoral Decree 2026-0970, of October 30, 2026, by which Marc Martí Vilalta is appointed as an interim officer to fill the vacant position F22, effective from November 2, 2026, with the same working hours and remuneration conditions.
The two appointments add to the regulatory deployment that the city council has promoted this autumn regarding the police force. On October 9, 2026, the BOP published the final approval of the Regulations on decorations, rewards, and distinctions of the Local Police of Les Borges Blanques (BOP no. 193, edict 8309), initially approved by the Plenary on May 28, 2026, which regulates medals for loyalty and recognitions for police merit.
Impact for the municipality
The appointment of an interim officer to a vacant position is a key piece for the citizen security of a municipality that depends on the local force for ordinary surveillance, traffic, and authority actions. With this decree, the Paeria immediately covers vacancy F21, although the position will continue to be occupied provisionally until a career selection process is resolved or it is decided to amortize it, with a maximum horizon of three years.
